MEPs debate on new rules to ensure artificial intelligence is trustworthy, safe and respects EU fundamental rights, while supporting innovation. MEPs are expected to approve on Wednesday an agreement reached with EU countries establishing obligations for AI based on its potential risk and level of impact. AI applications that pose a clear risk to fundamental rights - such as biometric categorisation systems based on sensitive characteristics, social scoring, or AI used to manipulate human behaviour - will be banned in Europe. AI systems considered high-risk, used for example in critical infrastructure, education, healthcare, law enforcement, border management or elections, will have to comply with strict requirements. Fast-expanding general-purpose AI (GPAI) models will also have to comply with transparency obligations and EU copyright rules, while the most powerful models will face additional safety requirements.

Artificial Intelligence Act: MEPs debate

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

Strengthening the CO2 emission performance targets for new heavy-duty vehicles: MEPs debate

MEPs discuss with Commission and Council representatives whether the EU’s sanctions against Russia are working, and how to prevent their circumvention by Moscow. Following Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, the European Union swiftly adopted unprecedentedly tough sanctions against Moscow. There have since been 11 sanctions packages in total, Moscow has however found ways to bypass these measures, including through loopholes in trade restrictions and with the help of third-country intermediaries. Parliament debate on its final recommendations to improve EU crisis management and preparedness for future health emergencies. The report, prepared by the Special Committee on the COVID-19 pandemic (COVI), analyses the impact of the crisis, evaluates the effectiveness of EU and national measures and makes specific proposals to address gaps and weaknesses in the response to the pandemic. COVID-19 pandemic: lessons learned and recommendations for the future: MEPs debate (part 1)

MEPs debate on the world’s first set of comprehensive rules to manage AI risk and promote uses of AI that align with EU values including human oversight, privacy, and non-discrimination. The rules follow a risk-based approach and establish obligations for providers and users depending on the level of risk the AI can generate. They would prohibit AI systems with unacceptable levels of risk. They are also proposing tailor-made rules for generative AI, like ChatGPT, including labelling AI-generated content and making publicly-available summaries of copyrighted data used for training.
