The UN Climate Change Conference (COP29) takes place from 11 to 22 November 2024 in Baku, Azerbaijan, gathering world leaders and climate experts to define a new global goal for climate finance and advance climate action. A delegation from the European Parliament will participate from 18 to 22 November to contribute to discussions on the EU's climate commitments and financial support for sustainable development worldwide. MEPs call on all countries to set a socially fair and equitable climate finance goal, aligned with the polluter-pays principle and incorporating diverse public, private, and innovative financial resources. The resolution further urges the EU to create a stable finance mechanism to ensure reliable support for its climate finance obligations, reinforcing the EU's leadership role in global climate action and the importance of predictable funding for effective climate policies.

On Wednesday, MEPs debate the devastating floods in Central and Eastern Europe, which have claimed lives and displaced thousands. The discussion focuses on the EU's preparedness for handling increasingly severe disasters driven by climate change. The floods, caused by torrential rain, have wreaked havoc across Czech Republic, Poland, Hungary and Austria, with entire neighborhoods submerged and widespread damage to infrastructure. Local authorities are describing the floods as the worst in decades, prompting emergency evacuations and calls for EU financial assistance.

MEPs debate on new rules to ensure artificial intelligence is trustworthy, safe and respects EU fundamental rights, while supporting innovation. MEPs are expected to approve on Wednesday an agreement reached with EU countries establishing obligations for AI based on its potential risk and level of impact. AI applications that pose a clear risk to fundamental rights - such as biometric categorisation systems based on sensitive characteristics, social scoring, or AI used to manipulate human behaviour - will be banned in Europe. AI systems considered high-risk, used for example in critical infrastructure, education, healthcare, law enforcement, border management or elections, will have to comply with strict requirements. Fast-expanding general-purpose AI (GPAI) models will also have to comply with transparency obligations and EU copyright rules, while the most powerful models will face additional safety requirements.

Artificial Intelligence Act: MEPs debate

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

MEPs discuss with Commission and Council representatives whether the EU’s sanctions against Russia are working, and how to prevent their circumvention by Moscow. Following Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, the European Union swiftly adopted unprecedentedly tough sanctions against Moscow. There have since been 11 sanctions packages in total, Moscow has however found ways to bypass these measures, including through loopholes in trade restrictions and with the help of third-country intermediaries.
