Na program Európskeho parlamentu počas jeho deviateho volebného obdobia, teda v rokoch 2019 až 2024, mala výrazný vplyv globálna pandémia COVID-19 a vojna Ruska proti Ukrajine. V dôsledku zdravotnej krízy a geopolitických výziev sa Parlament počas svojho deviateho volebného obdobia zameral na ekologický a digitálny prechod s cieľom zvýšiť odolnosť EÚ a zároveň posilniť demokratické hodnoty.

Na pozadí pretekov o dosiahnutie globálnej technologickej dominancie spustila Európska únia v roku 2020 stratégiu na posilnenie svojho priemyslu. Výsledkom bol návrh na vytvorenie Platformy strategických technológií pre Európu (STEP), ktorá je reakciou na potrebu masívnych investícií do priemyselných odvetví v EÚ. Platforma STEP, ktorá by využila prostriedky Únie, má za cieľ zvýšiť inovatívnosť, udržateľnosť a sebestačnosť Únie. Je predchodcom Európskeho fondu suverenity, ktorý má ďalej posilniť priemyselné kapacity EÚ.

Na systémy, ktoré umožňujú automatizované rozhodovanie a využívajú tzv. strojové učenie na dynamické zvyšovanie výkonu, sa stále pozeráme tak, že im chýba „ľudský rozmer“. Nazdávame sa, že nie sú dostatočne flexibilné nato, aby sa dokázali prispôsobiť konkrétnym špecifikám jednotlivých prípadov. Avšak možno práve preto, že automatizovaným systémom chýba isté „tajnostkárstvo“, ktorým by zakryli svoju zaujatosť, sa tieto systémy v skutočnosti rozhodujú spravodlivejšie než ľudia. Ich rozhodnutia sa totiž zakladajú na starostlivo selektovaných údajoch.

For the European Union to compete globally while continuing to ensure progress in environmental, social and fundamental rights, more strategic and collective action is imperative. EU businesses could harness the full potential of the single market and economic and monetary union and challenge competitors in fast-growing and future-oriented economic activities such as digital and clean energy production. This study finds that, compared to a situation where Member States act alone, a coordinated approach at EU level could bring an additional 0.9 % of GDP in 2035. A more ambitious integrated approach could be even more positive, with a benefit estimated at 2.6 % of additional GDP in 2035.
