Il quadro finanziario pluriennale è essenzialmente il piano di bilancio a lungo termine dell'Unione europea. Stabilisce le priorità e i limiti di spesa dell'Unione europea per diversi anni, garantendo che le sue risorse finanziarie siano in linea con gli obiettivi politici ed economici. Il quadro finanziario pluriennale definisce la struttura dei bilanci annuali e cerca di conciliare gli interessi, a volte contrastanti, dei vari paesi dell'Unione.
Assegna risorse finanziarie in una varietà di settori, ad esempio i finanziamenti per le regioni meno sviluppate, le sovvenzioni e lo sviluppo rurale, gli aiuti umanitari e gli investimenti nelle transizioni verde e digitale e nella politica estera dell'Unione europea.

Recent shocks have shown not only how vulnerable to crises the single market is, but also the extent to which the EU economy relies on a well-functioning single market. To protect it, the European Commission put forward a single market emergency instrument (SMEI) package. The main proposal establishes measures for contingency planning, such as an early warning system. If a wide-ranging crisis hits the single market, an 'emergency mode' could be triggered.
