MEPs debate on Air Passenger Rights. They discuss the Council’s proposed changes to existing air passenger rights rules. Parliament’s draft text offers a comprehensive list of extraordinary circumstances, such as natural disasters, weather conditions or unforeseen labour disputes, that would release airlines of their responsibility to pay compensation. Council favours an open-ended list. Plenary also defends the right to carry on board, at no additional cost, one personal item, such as a handbag, backpack or laptop, plus one small piece of hand luggage with maximum dimensions of 100 cm (combined length, width and height) and weighing no more than 7 kg.

The Committee on Transport and Tourism (TRAN) votes on the draft reports of two proposals of the Passengers Rights Package: the enforcement/omnibus proposal and passenger rights in the context of Multi-modal journeys. Both proposals aim to improve the experience of passengers and travelers by strengthening their rights. The enforcement/omnibus proposal, aims at strengthening the enforcement mechanisms and introduces rules for air passengers who have booked their flights through an intermediary, including on reimbursement. MEPs discuss recent developments in the process to revise air passenger rights. The debate may also take into account a proposal from 2023 on the enforcement of passenger rights, which suggests providing customers with more information on their rights at the time of booking, or supplying a common form that can be used to claim compensation.
