This package is one of the largest piece of the Green Deal, but the Green Deal agenda is even bigger than that because it's more than 50 legislation that we are changing.

Because the very same day we will vote the new CO2 standards for cars, the rules of the carbon market reform, so ETS (Emissions Trading System), the creation of a new ETS for building and transport limited to cooperate, I will get back to that, the creation of a carbon border adjustment mechanism, which is a global first, the inclusion of aviation in the ETS, the inclusion of maritime in the ETS. SOUNDBITE (English), Pascal CANFIN (Renew, FR), Chair ENVI, If we want to have a carbon neutral cars 100% in 2015, not only the new ones, but all the cars operating in our roads in 2050 being zero emissions. We need to end the sale of non-zero emissions 15 years before.

SOUNDBITE (English), Pascal CANFIN (Renew, FR), Chair ENVI, So CBAM is the carbon border adjustment mechanism. We... It's a global first, because we are we are the first continent to create this mechanism that will make sure that as our industries pay a high carbon price, today it's around &euro;80, with the reform we are going to put in place that will be somewhere around &euro;100 per tonne of CO2, which is way, way, way higher than anywhere else in the world. We need to make sure that when our industry pay this, they are not put out of the market because a competitor coming from Turkey or coming from China paying zero, will win the competition.

SOUNDBITE (English), Pascal CANFIN (Renew, FR), Chair ENVI, So ETS 2 is the fact that in the commission package there was the creation of a new carbon market for buildings and for cars and lorries. And in the Environment Committee, we considered it, we considered that it is socially unacceptable to have a carbon price on households and buildings and cars because it is socially regressive. And then you lose, you take the risk of losing the social support for the green transition. So we cut by two the new carbon market. We keep the commission proposal for everything which is related to cooperate. So cooperate buildings, cooperate cars for lorries. But we make a derogation, an exemption, so we say nothing will apply for households, cars or passenger cars, normal cars. And for the heating and cooling of residential buildings.
