MEPs discuss Iran’s unprecedented attack on Israel, the need for de-escalation and for an EU response and vote on a resolution on Thursday. EP President Roberta Metsola described Iran’s direct drone and missile attack on Israel on 20 and 21 April as a major escalation in the region and warned it risks igniting further chaos across the Middle East. Parliament gives its final green light to the reform of the EU’s asylum and migration rules. The new rules ensure responsibility sharing among Member States in the management of migrant arrivals, a more efficient response in case of crisis, and respect of fundamental rights. Joint Debate - Migration and Asylum package: MEPs debate (part 2)

In a debate with the Commission and the Belgian Presidency, MEPs outline their expectations for the 21 -22 March EU summit. During their meeting in Brussels, heads of state or government focus on the latest developments in Russia’s war against Ukraine and the EU’s continued support for Ukraine. They also discuss the war in the Gaza Strip and the situation in the Middle East as well as security and defence issues. In February, Parliament adopted a resolution calling on the EU to support Ukraine with whatever is needed for Kyiv to win its war against Russia, stressing that there should be “no self-imposed restriction on military assistance to Ukraine”.

Council and Commission statements - Preparation of the European Council meeting of 21 and 22 March 2024: MEPs debate

Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. For residential buildings, member states have to put in place measures to ensure a reduction in the average level of primary energy used of at least 16% by 2030 and at least 20-22% by 2035. Energy performance of buildings: MEPs debate (part 2)

Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission.In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.
