MEPs set out their recommendations to promote decent, sustainable, and affordable housing across the European Union in a debate with Council and Commission representatives. They highlight the precarious living conditions of millions of Europeans, due to a limited housing supply and increasing rent and mortgage costs in the past two decades. The draft proposals cover the key aspects of the crisis, including the need to boost investment through EU, national and private funds, to reduce red tape in the housing sector, improve the quality, sustainability and habitability of homes, and to tackle labour shortages and competitiveness challenges in the construction sector.

MEPs debate on strengthening EU action on cancer to mark the World Cancer Day (4 February). Established in the 2021 Europe’s Beating Cancer Plan, EU action focuses on prevention, early detection, diagnosis and treatment, and quality of life for cancer patients, survivors and care, through 10 flagship initiatives. Cancer is currently the second leading cause of mortality in the EU, after cardiovascular diseases. In 2024, around 2.7 million people were diagnosed with cancer in the EU and around 1.27 million died. World Cancer Day takes place every year on 4 February. The three-year “United by unique” campaign (2025-2027) aims to raise awareness of the importance of people-centred care.

MEPs debate on the presentation of the programme of activities of the Cyprus Presidency. They discuss the programme of Cyprus’s six-month Council Presidency, which began on 1 January, with the President of the Republic of Cyprus. Under the banner “An Autonomous Union. Open to the World”, Cyprus will focus on strengthening the EU’s strategic autonomy while remaining firmly committed to multilateralism, international law, and global cooperation. MEPs debate on EU response to the continuous airspace violations and sabotage of critical infrastructure in the EU originating from Russia and Belarus. The debate comes after Lithuania shut its border crossings with Belarus at the end of October 2025 after authorities detected smuggling balloons drifting from Belarus into Lithuanian airspace. The balloons, officials say, posed a threat to civil aviation and are part of a continuous hybrid operation orchestrated by dictator Aliaksandr Lukashenka’s Belarusian government. The plenary debate with the Commission is also expected to refer to a recent explosion on a railway line in Poland, which Polish Prime Minister Donald Tusk referred to as “an unprecedented act of sabotage”.

MEPs debate on CAP. The proposed changes to current EU common agricultural policy (CAP) rules seek to relieve farmers of unnecessary and time-consuming administrative obligations. To cut the red tape still further and make the rules clearer, MEPs want more flexibility in how farms can apply the CAP’s environmental rules and propose to increase the maximum limits for support for small farmers. The amendments to the rules on the common organisation of markets in agricultural products (CMO) would strengthen farmers’ contractual position in the food supply chain and thus stabilise their income. In their report, MEPs clarify when agricultural products can be called “fair” or “equitable” and when to use the term “short supply chain” on labels or in advertising.

MEPs assess the latest developments in the Middle East, in particular in Iran, and what the EU can do to help restore peace. Parliament reviews the latest events in the region, including the US airstrikes against Iranian nuclear facilities at the end of June 2025, and Israel’s earlier attacks on Iranian targets, which led to Iran launching missiles at Israeli cities. In a plenary debate on 16 June, the EU High Representative, Kaja Kallas, said that Iran, as the main source of regional instability, must never be allowed to acquire a nuclear weapon. She also defended diplomacy as the best way to address Iran's nuclear programme in the long run. MEPs also repeat their calls for an end to the deplorable humanitarian situation in Gaza, for a new ceasefire between Israel and Hamas, and for a hostage release agreement.

Situation in the Middle East: MEPs debate (part 1)

MEPs, Council and Commission discuss risk of further instability in the Middle East following the Israel-Iran military escalation and the launch of a review of the agreement that forms the basis of EU-Israel political and economic cooperation. Israel's compliance with human rights and democratic principles is an essential element of the country’s association agreement with EU, enshrined in article two of the agreement. Reacting to Israel's blockade of humanitarian aid deliveries to the Gaza Strip, EU foreign policy chief Kaja KALLAS announced the launch of a review of article two of the agreement on 20 May 2025. This is the first step in a procedure that could eventually lead to the suspension of the agreement. Second part of the debate.
