SOUNDBITE (Romanian), Marian-Jean MARINESCU (EPP, RO), rapporteur, There will be a new way of legislative approach, based on the risk and performance level. In addition, there will be a way of checking the work of the national Agencies, and transfer of responsibilities to EASA. We now request certification of equipment&rsquo;s, as there is an increasing need of safety of the aerial traffic. Having in mind what happens all around us we have to secure all equipment is to prevent cyber-attacks. That concerns also the reglementation on drones, because in the future that will constitute a big challenge. I consider that by adopting tis text we insure flexibility for industry, defending at the same time aerial safety and citizen&rsquo;s security.

SOUNDBITE (Romanian), Marian-Jean MARINESCU (EPP, RO), We also introduced the minimal service guarantee, in case of a technical problem, or even a strike, to insure at least the traffic of the flights crossing the respective area. Otherwise, there are plenty of people that might be affected by these traffic interruptions, far more people than those in strike. We have also introduced the requirement to have data registration for a flights so in case of distress situation to not be obliged - in 2016 - to look for the black boxes in the oceans. This is technically possible.

SOUNDBITE (English), Marian-Jean MARINESCU (EPP, RO), The new approach of this basic regulation, which is everything based on risk and performance. Risk based and performance based, which means that, to be more clear, an aircraft of 700 kilos it is not necessary to have the same requirements than an aircraft of 50 tones. We should have rules based on risk, and based on performance. This is a very, very goodand newapproach that the industry has waiting since a lot of time. Then, the request to certify the groundhandling and to certify some equipment related to safety - this is very important &ndash; if we are looking around us what is going around us, especially the cyber-attacks and drones, we need to have certification foraerodromeequipment, that are related with safety, for example the icing equipment or lights round there. Also, the reglementation of drones, ofunmanaircrafts that is very important because in the near future, in my opinion drones will be a big challenge.
