Progress towards the interoperability of EU information systems: extracts from the exchange of views with Dimitris AVRAMOPOULOS, Member of the EC in charge of Migration, Home Affairs and Citizenship and Krum GARKOV, Director of eu-LISA

SOUNDBITE (English), Dimit AVRAMOPOULOS, We need to build an environment of trust and ask from our Member states to demonstrate this trust, without this strong element we will never achieve a genuine and effective security union. The attacks in Barcelona and Turku, London, Stockholm and Berlin before show beyond any doubt that in several of these attacks a more timely and effective sharing of information could have saved lives.

Our information needs to be inter-operable, to be useful.

SOUNDBITE (English), Dimitris AVRAMOPOULOS, Member of the EC in charge of Migration, Home Affairs and Citizenship, It confirmed that we need set out a new approach to the management of the data for borders security where are relevant, centralised EU information systems would be interconnected. It also confirmed that it is possible to achieve these result in full respect of Fundamental rights, especially data protection.

SOUNDBITE (English), Dimitris AVRAMOPOULOS, Member of the EC in charge of Migration, Home Affairs and Citizenship, We need to ensure that the border guards and law enforcement officials have the necessary information at their disposal at the right moment, I&rsquo;m confident that the EU leaders will contribute to this objective.

SOUNDBITE (English), Krum GARKOV, Director of eu-LISA, Interoperability provides additional safeguards aspects as the existing safeguards, privacy and data protection that is very essential because interoperability is not about merging data bases and it is not about providing access to everyone, everything in the existing future systems.

SOUNDBITE (English), Birgit SIPPEL (S&amp;D, DE), How can we decide if and where concretely is a loophole if we don&rsquo;t effectively use what is on the table, so the evaluation of existing measures and how they are used is a little bit missing and we are once again increasing data instead of ensuring that we have valuable data.

SOUNDBITE (English), Sophia IN&apos;T VELD (ALDE, NL), I would also like look at transparency, because every time we are asked to rubber stamp the European Commission but then when we want to exercise some oversight afterwards, you know, you closed the door. I would like to know on PNR for example, you mentioned that you are going to be funding National projects when it comes to inter-operability. You have been funding with a 130 Million Euros, that is a lot of money, National PNR systems, fine I accept that. But I have asked the Commission for the evaluation forms on the basis on which the money had been allocated and it has been refused to me, the European Ombudsman qualifies that mal-administration and that is very serious. So don&rsquo;t come here again and ask us for money, support and all the rest of it, if you refuse the EP the opportunity to exercise some meaningful oversight.

SOUNDBITE (English), Jan Philipp ALBRECHT (Greens/EFA, DE), In both systems there is no such indications that if somebody ended his travel and he is not on a suspicion or risk list afterwards that his data or her data needs to be deleted. That is a massive problem and that needs to be fixed now and I like to work on this equally.
