&nbsp;MEPs adopted their position on two proposals implementing the tariff aspects of the EU-US Turnberry trade deal.

The texts, if agreed with EU member states, will eliminate most tariffs on US industrial goods and provide preferential market access for a wide range of US seafood and agricultural goods, in line with the commitments made in summer 2025 between the EU and the US.

MEPs strengthened the proposed suspension clause, which would allow the tariff preferences with the US to be suspended under a number of conditions. For instance, the Commission would be able to propose suspending all or some trade preferences if the US were to impose additional tariffs exceeding the agreed 15% ceiling, or any new duties on EU goods. The suspension clause could also be activated if the US, for example, undermined the objectives of the deal, discriminated against EU economic operators, threatened member states’ territorial integrity, foreign and defence policies, or engaged in economic coercion.

MEPs have introduced a “sunrise clause” that would mean that the new tariffs would only become effective if the US respects its commitments. These conditions include the US lowering its tariffs on EU products with a steel and aluminium content below 50%, to a tariff of maximum 15%.

On 27 July 2025,&nbsp;European Commission President Ursula von der Leyen&nbsp;and&nbsp;US President Donald J. Trump&nbsp;agreed a&nbsp;deal on tariffs and trade.&nbsp;The&nbsp;key commitments&nbsp;of both sides include: establishing a single, all-inclusive US tariff ceiling of 15% for EU goods, providing special treatment for strategic products, liberalising certain trade&nbsp;sectors, aimed at strengthening transatlantic economic cooperation and boosting mutual market access.

EU - USA (2019-2020)

The European Union and the United States have the largest bilateral trade and investment relationship and enjoy the most integrated economic relationship in the world. EU and US investments are the real driver of the transatlantic relationship, contributing to growth and jobs on both sides of the Atlantic.

Although overtaken by China in 2021 as the largest EU import source for goods, the US remains the EU’s largest trade and investment partner by far. It is estimated that a third of the trade across the Atlantic actually consists of intra-company transfers.

The transatlantic relationship also defines the shape of the global economy as a whole. Either the EU or the US is the largest trade and investment partner for almost all other countries in the global economy. Taken together, the economies of both territories amount to more than 40% of world GDP and more than 40% of global trade in goods and services.

In June 2021 both entities agreed to take decisive steps to end the longest running dispute in the history of the World trade organisation: dispute on Large Civil Aircraft (also known as Airbus-Boeing dispute).

EU - US Trade relations

Starting the day at 9.00, MEPs and Commissioner Valdis Dombrovskis will discuss two legislative proposals implementing tariff aspects of the July 2025 Turnberry Agreement with the US. The deal would eliminate most tariffs on US industrial and agricultural goods. Nevertheless, should the US deviate from its commitments, the proposal contains safeguard clauses to protect EU interests. Parliament’s position on the two proposals will be put to a vote at 11.00. MEPs debate the results of the December EU summit and a stronger and more sovereign EU amid rising geopolitical tensions with Presidents Costa and von der Leyen.

At their meeting in Brussels, European leaders reinforced the EU’s solidarity with Ukraine and agreed to provide a €90 billion loan for 2026-2027 based on EU borrowing, while deferring the use of frozen Russian assets for reparations. On the Middle East, they reiterated the EU’s commitment to a just and lasting peace based on a two-state solution.

On defence and security, the European Council strongly condemned recent hybrid attacks against EU member states and reviewed progress on boosting EU defence readiness. Leaders also discussed the geoeconomic situation and its implications for the EU’s competitiveness, addressed the 2028-2034 EU long-term budget, and reaffirmed that enlargement remains a key geostrategic priority.

MEPs debate the situation in Venezuela following the abduction of ex-President Nicolás Maduro and the need to ensure a peaceful democratic transition.

Former Venezuelan President Nicolás Maduro and his wife were extracted from Caracas by US soldiers during a pre-dawn raid on 3 January 2026. They were subsequently flown to New York where they are facing court charges, including for narco-terrorism, conspiracy to import cocaine to the US, and possession of machine guns. In parallel, President Donald Trump has also announced that Washington will “run Venezuela”, including its oil industry, for the time being.

During the plenary debate, MEPs will assess the situation and are expected to emphasise the need for a swift and peaceful transition to real democracy in Venezuela. In 2024, the European Parliament awarded Venezuelan opposition politicians María Corina Machado and Edmundo González Urrutia the Sakharov Prize for Freedom of Thought. The latter was also recognised as the country’s legitimate president by MEPs in a resolution adopted the same year.

MEPs discuss the EU’s response to President Trump’s claims on Greenland.

European governments rejected US plans to acquire Greenland, warning that it would undermine sovereignty, NATO cohesion, and transatlantic security. Many EU governments, as well as Denmark, have stated that decisions on Greenland’s status rest exclusively with Denmark and Greenland, emphasised the importance of collective, NATO-led Arctic security, and cautioned against unilateral actions that could destabilise allied relations and regional stability. The authorities of Denmark and Greenland reiterated that Greenland is not for sale and called instead for cooperation.

Greenland is an autonomous territory of Denmark. In 1951, Washington and Copenhagen signed a defence treaty in addition to their NATO alliance commitments. Under the treaty, the US undertook to defend the island from potential aggression. Currently the US military presence in Greenland is limited to the Pituffik Space Base.

On Wednesday, MEPs debate with the Commission and the Danish Council Presidency the details of the trade agreement with the US, and possible deals with other countries.

European Commission President Ursula von der Leyen and US President Donald Trump announced a deal on tariffs and trade on 27 July, but questions about its implementation details remain.

The prospect of further deals with other trade partners will also be discussed. MEPs are likely to raise the agreement concluded with Mercosur, whose ratification is pending, and the agreed update of the agreement with Mexico, among others.
