On 27 July 2025,&nbsp;European Commission President Ursula von der Leyen&nbsp;and&nbsp;US President Donald J. Trump&nbsp;agreed a&nbsp;deal on tariffs and trade.&nbsp;The&nbsp;key commitments&nbsp;of both sides include: establishing a single, all-inclusive US tariff ceiling of 15% for EU goods, providing special treatment for strategic products, liberalising certain trade&nbsp;sectors, aimed at strengthening transatlantic economic cooperation and boosting mutual market access.

Discussions continue on various aspects of the deal, including the scope of tariff exemptions and the implementation timeline. Both sides are working towards finalizing the agreement to ensure stability and predictability in transatlantic trade relations.

The&nbsp;transatlantic partnership&nbsp;is a key artery of global trade and is the most significant bilateral trade and investment relationship in the world. EU-US trade in goods and services has doubled over the last decade, surpassing&nbsp;€1.6 trillion&nbsp;in 2024, with €867 billion of trade in goods and €817 billion of trade in services.

That is over&nbsp;€4.2 billion&nbsp;of goods and services crossing the Atlantic every day. The deal&nbsp;secures continued access for EU exports to the US market&nbsp;preserving deeply integrated value chains – many of which rely on SMEs – and effectively safeguarding jobs. It also provides the basis&nbsp; for&nbsp;continued&nbsp;collaboration&nbsp;between the EU and US.

The European Union and the United States have the largest bilateral trade and investment relationship and enjoy the most integrated economic relationship in the world. EU and US investments are the real driver of the transatlantic relationship, contributing to growth and jobs on both sides of the Atlantic.

Although overtaken by China in 2021 as the largest EU import source for goods, the US remains the EU’s largest trade and investment partner by far. It is estimated that a third of the trade across the Atlantic actually consists of intra-company transfers.

The transatlantic relationship also defines the shape of the global economy as a whole. Either the EU or the US is the largest trade and investment partner for almost all other countries in the global economy. Taken together, the economies of both territories amount to more than 40% of world GDP and more than 40% of global trade in goods and services.

In June 2021 both entities agreed to take decisive steps to end the longest running dispute in the history of the World trade organisation: dispute on Large Civil Aircraft (also known as Airbus-Boeing dispute).

EU - USA (2019-2020)

President Metsola’s three-day mission to Washington DC (27–29 October 2025) featured a dense programme of high-level meetings, strategic dialogues, and media engagements. Her visit included exchanges with Speaker of the House Mike Johnson, Senators and Congressman, alongside discussions with representatives from leading global companies including Warner Bros. Discovery, META, Airbus, Spotify, Amazon and Microsoft. The President also took part in a World Economic Forum roundtable on technology and artificial intelligence and delivered a keynote speech with Q&A at Georgetown University.

On Wednesday, MEPs debate with the Commission and the Danish Council Presidency the details of the trade agreement with the US, and possible deals with other countries.

European Commission President Ursula von der Leyen and US President Donald Trump announced a deal on tariffs and trade on 27 July, but questions about its implementation details remain.

The prospect of further deals with other trade partners will also be discussed. MEPs are likely to raise the agreement concluded with Mercosur, whose ratification is pending, and the agreed update of the agreement with Mexico, among others.

MEPs discuss with the Commission and the Council a unified EU response to US trade measures, and global trade opportunities for the EU.

The debate in Parliament follows the global reaction to the US government’s decision to increase existing tariffs and impose new ones – and its subsequent postponement of their imposition.

MEPs consider the countermeasures adopted by the EU – which were later suspended as well. Plenary will also review EU trade opportunities elsewhere in the world. The EU has concluded deals with a number of countries and regional groupings, and talks are ongoing on several more potential trade deals.

MEPs review the new US administration’s recent decision to pull back from a number of international organisations and agreements.

Following his inauguration on 20 January 2025, President Trump signed a large number of executive orders setting the priorities of the new US administration, including the country’s withdrawal from the World Health Organisation (WHO) and the Paris Agreement on climate change mitigation. Alongside Commission representatives, MEPs will discuss the impact of these decisions internationally and on the EU’s future involvement in these global initiatives.

Background

This is the second time the US has initiated the process of withdrawing from both the WHO and Paris Agreement.

During the first Trump administration (2017-2021), the US gave formal notice of withdrawal from the Paris Agreement in November 2019 (which then took 12 months to take effect). Shortly after taking office, President Biden revoked the decision, with the US formally rejoining the agreement in February 2021. President Trump also started the withdrawal process from the WHO in 2020, but it was never finalised and the decision was reversed by the Biden administration.
