The 2027 EU budget is the final annual budget of the current seven-year financial cycle, MFF (the Multiannual Financial Framework for 2021–2027). It places a strong emphasis on resilience, social cohesion, competitiveness, enhancement of security, defence, and preparedness. It seeks to strengthen eastern border regions that are currently facing significant security and economic pressures, ensuring that these communities receive the necessary support.

The budget reaffirms the EU’s commitment to climate neutrality by 2050 and calls for increased investment in energy efficiency, the circular economy, biodiversity and digital innovation. It also also stresses the need for adequate support for farmers, the fisheries sector, civil protection, and effective asylum, migration and border management, particularly for EU countries with external borders.

Furthermore, the budget guidelines insist that rule-of-law conditionality must apply to all EU funds, ensuring that funding is allocated responsibly and transparently.

The European Parliament’s negotiators will use these guidelines as the basis for discussions with the Council and the European Commission, with the goal of finalizing the budget by the end of 2026.
