Roberta Metsola, EP President gives a speech at the symposium The Quest for the Rule of Law, organised by the AFCO Committee. The event focuses on how the rule of law forms the foundation of the European Union. Although EU treaties affirm principles such as democracy, human rights and judicial independence, the meaning and application of the rule of law still vary widely among Member States due to different legal cultures, constitutional structures and approaches to fundamental rights. These differences can weaken the EU’s integrative power and challenge the idea of "unity in diversity.” While recent EU instruments, such as the annual Rule of Law Report and the 2021 conditionality mechanism, address certain issues, broader conceptual debates remain limited. The symposium aims to explore which mechanisms and strategies could help overcome legal-cultural differences and support the development of a more shared understanding of the rule of law across Europe.

The Committee on Constitutional Affairs (AFCO) has put forward a proposal to allow MEPs to vote in plenary by proxy during pregnancy and in the months following childbirth. Under the proposed targeted revision to the EU Electoral Act, a member who is pregnant or has given birth would be able to delegate their plenary voting rights to another MEP for a maximum of three months before the estimated date of birth and six months after. The legislative initiative report was adopted by 28 votes in favour, one against and without abstentions, while the accompanying resolution received 26 votes in favour and four against, without abstentions.
