MEPs set out their recommendations to promote decent, sustainable, and affordable housing across the European Union in a debate with Council and Commission representatives. They highlight the precarious living conditions of millions of Europeans, due to a limited housing supply and increasing rent and mortgage costs in the past two decades. The draft proposals cover the key aspects of the crisis, including the need to boost investment through EU, national and private funds, to reduce red tape in the housing sector, improve the quality, sustainability and habitability of homes, and to tackle labour shortages and competitiveness challenges in the construction sector.

MEPs debate on European Council meeting (18 December 2025). At their meeting in Brussels, European leaders reinforced the EU’s solidarity with Ukraine and agreed to provide a €90 billion loan for 2026-2027 based on EU borrowing, while deferring the use of frozen Russian assets for reparations. On the Middle East, they reiterated the EU’s commitment to a just and lasting peace based on a two-state solution. On defence and security, the European Council strongly condemned recent hybrid attacks against EU member states and reviewed progress on boosting EU defence readiness. Leaders also discussed the geoeconomic situation and its implications for the EU’s competitiveness, addressed the 2028-2034 EU long-term budget, and reaffirmed that enlargement remains a key geostrategic priority.

Parliament’s lead MEPs have warned that setting the spending ceiling at 1.26% of the EU-27’s gross national income, as proposed by the Commission in July, will force cuts to flagship programmes and will not meet citizens’ expectations while debt repayments on the post-pandemic recovery instrument loom.

On 9 October, several media outlets published allegations that the Hungarian secret services, posing as diplomats at the Hungarian Permanent Representation to the EU, attempted to recruit EU officials as informants in Brussels. The Commission has said it will set up an internal group to investigate the allegations. In a plenary debate on Wednesday afternoon, MEPs will discuss the allegations with Commission and Council representatives.
