MEPs, Council and Commission discuss risk of further instability in the Middle East following the Israel-Iran military escalation and the launch of a review of the agreement that forms the basis of EU-Israel political and economic cooperation. Israel's compliance with human rights and democratic principles is an essential element of the country’s association agreement with EU, enshrined in article two of the agreement. Reacting to Israel's blockade of humanitarian aid deliveries to the Gaza Strip, EU foreign policy chief Kaja KALLAS announced the launch of a review of article two of the agreement on 20 May 2025. This is the first step in a procedure that could eventually lead to the suspension of the agreement.

Daphne Caruana Galizia, who exposed corruption, money laundering, and organized crime in Malta, was murdered in a car bomb attack in 2017. Her assassination sparked widespread outrage, leading to political upheaval and the resignation of Prime Minister Joseph Muscat. In the same session on Wednesday, the winner of the Daphne Caruana Galizia Prize for Journalism will be announced, honoring her legacy in the fight for transparency and justice. The debate underscores the EU's broader commitment to promoting democracy and the rule of law, not only within its borders but also in candidate countries as part of the 2024 Rule of Law Report.

MEPs adopt the first EU-wide Disability Card and Parking Card for persons with disabilities during the plenary session in Strasbourg. The new rules, already agreed on by the Parliament and the Council, establishes an EU-wide disability card to make sure that, when travelling for a short period, people with disabilities have equal access to preferential conditions, such as reduced or zero entry fees, priority access and access to reserved parking. MEPs are set to give their final green light on Wednesday to new legislation to protect EU journalists and media from political or economic interference. Plenary will discuss the draft European Media Freedom Act, agreed provisionally with the EU ministers in December 2023, on Tuesday afternoon. The new law will oblige member states to protect media independence from governmental, political, economic or private interference. It will ban all forms of interventions in editorial decisions and prevent the external pressuring of journalists to force them to disclose their sources or by targeting them with spyware. To increase media ownership transparency, all outlets regardless of their size will have to publish information about their owners and report on their receipt of state funding. MEPs debate.

MEPs discuss the wellbeing and the protection of children in Europe, marking the International Day on the Rights of the Child. The Parliament also debate how to strengthen the Child Guarantee, two years after its adoption in 2021. MEPs discuss a report to reduce inequalities and increase social inclusion in times of crisis for children and their families. In the text, Parliament calls for better integrated social, educational and employment services to help break the vicious circle of poverty and to protect children and their families at risk of poverty, in particular in times of crisis.

The 2023 Rule of Law Report, including its 27 country chapters, examines developments across all Member States, both positive and negative, in four key areas for the rule of law: the justice system, the anti-corruption framework, media pluralism and freedom, and other institutional issues related to checks and balances. The country chapters, which rely on a qualitative assessment carried out by the Commission, analyse new developments since the previous Report and the follow-up to the challenges and developments identified in the 2022 edition.
