SOUNDBITE (English), Bas EICKHOUT (Greens/EFA, NL), "How can we make sure that the ECOFIN will deliver predictable and additional financing because that is key and also expected by the developing countries and I think that is something, the report of the Parliament giving good suggestion for it. So I would recommend you also to let that picked up by the ECOFIN in November."

If in Paris we don't get an ambitious rule than carbon leakage will carry on and that is something we need to get rid of. We want to have a still space for competitiveness so that Europe remains competitive linked to the 2 degrees reduction goal."

SOUNDBITE (German), Matthias GROOTE (S&amp;D, DE), "The cement and aluminium producers all of those are in question here in that area, they want to get away with carbon leakage in the EU, those who excluded aviation and maritime transport and those are the sectors where we have the biggest growth in terms of carbon output, up to 200-300 percent in the aviation sector. And I would to ask Mr Canete to look at everything very precisely, make sure that we get all of this into the text."

SOUNDBITE (English), Gerben-Jan GERBRANDY (ALDE, NL), "Europe could be the one that is broker of such a deal but unfortunately in the Council mandate for Paris the climate commitments for after 2020 are missing. Apparently there was no agreement yet when the climate ministers came together in mid-September among the ministers of Finance for this very crucial finance. In our own Parliament resolution we mentioned it; we set aside a number of allowances to create allowances from the ETS to create a fund, an EU climate action reserve that will raise revenues in fair way."
