MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

Parliament hold urgent debates on human rights, judicial independence and rule of law topics, in particular on the case of Dr Gubad Ibadoghlu, imprisoned in Azerbaijan. Mr Ibadoghlu was arrested on 23 July 2023 on counterfeiting charges and remains in detention, reportedly with limited access to food and vitally needed medication, subject to humiliating treatment and strict limitations of contacts with his family and lawyer, in violation of his fundamental rights.

Parliament seek to further improve the Commission’s proposal, aiming to protect European values and democratic processes more effectively. MEPs adopt their position for the ensuing negotiations with Council and Commission, in order to pass the law in the first half of 2023, so that it will be in place before the next European elections in 2024. Parliament is set to expand the new rules relating toto like-minded parties outside the EU’s 27 member states, to ensure that thesemember parties come from countries that are full members of the Council of Europe and outside the EU “observe equivalent values” to those of Article 2 TEU, and to adopt a more ambitious approach regarding EU funding for campaigns in national referenda.

MEPs debate on the outcomes of the Conference on the Future of Europe and on a possible resolution calling for the process to change the EU’s founding documents to begin.
