EP Delegation to COP 21: extracts from the EP side event on "Global market-based mechanisms for reducing emissions from aviation and shipping"

SOUNDBITE (English), Martin Cames, &#214;ko Institute, "To stay below 2&ordm;C aviation would need to reduce to 41% compared to 2005 in 2050 and shipping by -63%."

SOUNDBITE (English), Alice BOWS-LARKIN, University of Manchester, "In terms of radical change, which is essentially what we are talking about if we are serious about 2 degrees, fleet turnover is low, retrofit opportunities infrastructure locking is high and I would argue that it requires demand side measures on the aviation sector. In terms of shipping, ships are unbounded by the same weight constraints that aviation have and also the shipping sector is less constrained by public expectations. Indeed, many people do not realize how much of the material goods that they consume actually arrive here by ship".

SOUNDBITE (English), Jasper FABER,  CE Delft, "Without strong incentives, low carbon food production will not be scaled up and we will keep being stuck in the current situation, where low carbon fuels which are available for aviation in principle, are simply not cost effective. So, hence, in the short term, both sectors need the use of offsets, emission reductions in other sectors, to reduce the net emissions sufficiently to meet any of these targets, not only for 2050 but also for 2020."

SOUNDBITE (English), Jasper FABER, CE Delft, "For 2050, as Martin has shown, for both sectors we need, well maybe not full de-carbonization but we need to make significants steps towards de-carbonization and that's why we may want to have a system which initially starts at a low cost for the sector but then increases its cost significantly over time, so that these incentives for de-carbonization become ever stronger"

SOUNDBITE (English), Jos DELBEKE, DG CLIMA, European Commission , "The international aviation and maritime emissions are not cover by any INDC (Intended Nationally Determined Contributions) and that is why it is so important that we insert that in the Paris agreement. And, for that reason, the EU submitted yesterday a formal submission that hopefully is going to be incorporated into the text that is going to be released in a few moments".  

SOUNDBITE (English), Jos DELBEKE, DG CLIMA, European Commission , "If we would count the top emitters, the international emissions from aviation and maritime would be amongst the top ten emitters. So it's a very important part of global emissions and that part is growing, because though the INDCs we can expect that from local polluters the emissions are going to go down. So, if we are not going to do anything about these international emissions, the share is going to go up. So the pressure on the sectors is just going to increase".

SOUNDBITE (English),  Jos DELBEKE, DG CLIMA, European Commission , "Monitoring, reporting and verification, that is what the IKEO must take on, because if we are not knowing what the emissions are, in the international airspace, in particular from operators or from states, then we will not be able to work out any system that is having environmental integrity. And we need common guidelines and standards put forward, quality standards put forward by the IKEO".
