Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. For residential buildings, member states have to put in place measures to ensure a reduction in the average level of primary energy used of at least 16% by 2030 and at least 20-22% by 2035. The new rules enhance the integrity of election campaigns and help fight disinformation and foreign interference. The regulation requires political advertising to be clearly labelled, allowing citizens to see why they were targeted, who sponsored the ad, how much they paid and to which elections or referendum it pertains. Sponsoring ads from outside the EU is prohibited in the three-month period leading up to elections. All online political ads are available in an online ad repository. Under the new rules, separate and explicit consent must be obtained to use personal data for targeted ads, while the use of special categories of personal data (e.g. ethnicity, religion, sexual orientation) or minors’ data are banned. MEPs debate on a directive which improves product labelling and ban the use of misleading environmental claims. The new rules make product labelling clearer and more trustworthy by banning the use of general environmental claims like “environmentally friendly”, “natural”, “biodegradable”, “climate neutral” or “eco” without proof. The directive allows the use of sustainability labels that are based on official certification schemes or established by public authorities. MEPs debate

Parliament adopts its negotiating position on new rules promoting the right to repair and more sustainable consumption of consumer goods. MEPs debate on draft legislation to make it easier for consumers to repair defective goods even after the expiration of the guarantee. The proposal complements other ongoing EU initiatives that pursue the European Green Deal objective of sustainable consumption and the circular economy.

Parliament wants to take stock of the implementation of the Digital Services Act, after the first 19 platforms and search engines that have to comply with its obligations since 25 August were named. Platforms including X (formerly Twitter), Facebook, Tiktok and Instagram are now required to take concrete measures to assess and mitigate system risks related to the spread of disinformation or harmful content on their services.
