The European Climate Law instructs the Commission to propose an EU climate target for 2040 at the latest within six months of the first global stocktake carried out under the Paris Agreement that took place at the COP28 in December 2023. The Paris Agreement entered into force on 4 November 2016 and as part of it a Global Stocktake takes place every five years. The first-ever stocktake, scheduled to conclude at COP28, aims to provide an overall picture of its implementation progress. MEPs debate on Parliament’s demands for the 2023 UN Climate Change Conference (COP28), taking place in Dubai from 30 November. The Parliament calls for action in view of the COP28, which takes stock of the progress made on implementing the 2015 Paris Agreement. MEPs want global financial contributions to be continued and increased, better efforts to protect, conserve and restore biodiversity and global targets to triple renewable energy and double energy efficiency by 2030. They also call for an end to all direct and indirect fossil fuel subsidies.

MEPs debate the EU’s international commitments and the risks of compromising the EU’s green transition. The European Green Deal was presented by the EC in 2019. Its purpose is to transform the EU into a modern, resource-efficient and competitive economy, ensuring zero net emissions of greenhouse gases by 2050, economic growth decoupled from resource consumption, and with no one and nowhere left behind. Parliament debates the risks of compromising the EU’s green transition and the EU’s international commitments including those under the Paris Agreement on climate change and the UN Biodiversity Agreement, the latter of which seeks to protect 30% of the earth’s lands, oceans, coastal areas and inland waters. The EU Parliament gives its final green light to updated rules for the design, production and waste management of all types of batteries sold in the EU. The deal reached with the Council in December 2022 aims to build a stronger and more competitive industrial sector, which is crucial for the EU’s energy transition and for strategic autonomy. It introduces stronger requirements to make batteries more sustainable, more durable and better-performing, as well as including more stringent targets for waste collection, recycling efficiency and material recovery.

MEPs debate on a new law obliging companies to ensure products sold in the EU do not come from deforested land anywhere in the world. The new regulation, already agreed with the EU member states, helps fight climate change and biodiversity loss by preventing deforestation related to EU consumption of products from cattle, cocoa, coffee, palm-oil, soya, wood, rubber, charcoal and printed paper.
