MEPs debate on their negotiating position on the 2028-2034 EU budget (multiannual financial framework - MFF), including a breakdown of the amounts they want to allocate to each EU funding programme. The text the Budgets Committee adopts proposes a €1.78 trillion budget (2025 constant prices, €2.01 trillion in current prices) for the seven-year period, representing a nominal increase of €175.11 billion compared with the Commission's July 2025 proposal (€197.30 billion in current prices). This means that the long-term budget is set at 1.27% of EU GNI, with debt servicing for the NextGenerationEU (NGEU) recovery fund (0.11% of GNI) over and above the multiannual financial framework (MFF) ceilings. MEPs want this increase of approximately 10% allocated to key EU programmes, with no extra money for administration or the decentralised EU agencies.

MEPs debate on the presentation of the programme of activities of the Cyprus Presidency. They discuss the programme of Cyprus’s six-month Council Presidency, which began on 1 January, with the President of the Republic of Cyprus. Under the banner “An Autonomous Union. Open to the World”, Cyprus will focus on strengthening the EU’s strategic autonomy while remaining firmly committed to multilateralism, international law, and global cooperation. MEPs debate on the escalation of the war and the humanitarian catastrophe in Sudan. Civil war broke out in Sudan in April 2023 after a brutal power struggle erupted between the Sudanese army and a powerful paramilitary group known as the Rapid Support Forces (RSF). The conflict has so far claimed more than 150,000 lives, prompting a famine and claims of genocide in the Darfur region, located in the western part of the country. With the United Arab Emirates having been investigated by a United Nations panel over accusations that it is backing the RSF, there have also been growing calls to end European weapons exports to the Gulf country over fears they might be chanelled to Sudan.

MEPs debate after Luxembourgish Prime Minister Luc FRIEDEN's speech. Luc Frieden became Prime Minister of Luxembourg in November 2023. He held a number of ministerial positions in the Luxembourgish government between 1998 and 2013 and then worked in the private sector before becoming prime minister. Parliament initiated the ‘This is Europe’ debates in the 2019-2024 term to discuss the future of the EU. Fourteen EU heads of state or government have since held plenary debates with MEPs. Luc Frieden is the first leader to do so in this current term.

MEPs vote on several reports and amendments: outermost regions affected by severe natural disasters and in the context of cyclone Chido devastating Mayotte; amendments to Parliament’s Rules of Procedure concerning the declaration of input; electoral rights of mobile Union citizens in European Parliament elections; agreement between the EU and Ukraine; termination of the Voluntary Partnership Agreement between the EU and Cameroon on forest law enforcement governance; and financing for development – ahead of the Fourth International Conference on Financing for Development in Seville.

MEPs debate on Parliament's vision for the next multiannual financial framework (MFF). The parliamentarians aim to a more ambitious long-term EU budget to match EU citizens' expectations in an increasingly complex global landscape. The current budget ceiling of 1% of the EU-27’s gross national income looks insufficient to respond effectively to the growing range of crises and challenges. The text prepared by the Budgets Committee highlights that the United States’ retreat from its global role means EU spending will now have to address Russia’s war of aggression against Ukraine, in addition to a highly challenging economic and social backdrop, a competitiveness gap, and the worsening climate and biodiversity crisis. Parliament’s priorities for the next long-term EU budget are designed to feed into the Commission’s proposal on the next MFF.
