A political deal (29 May) tied the funds to key reforms. Hungary submitted a revised Recovery and Resilience Plan (10 June), targeting 27 supermilestones, anti-corruption measures, and EU financial interest protections. The text adopted in the Budgets Committee proposes a €1.78 trillion budget (2025 constant prices, €2.01 trillion in current prices) for the seven-year period, representing a nominal increase of €175.11 billion compared with the Commission’s July 2025 proposal (€197.30 billion in current prices). This means that the long-term budget would be set at 1.27% of EU GNI, with debt servicing for the NextGenerationEU (NGEU) recovery fund (0.11% of GNI) over and above the multiannual financial framework (MFF) ceilings.
