Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission. In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

The European Climate Law instructs the Commission to propose an EU climate target for 2040 at the latest within six months of the first global stocktake carried out under the Paris Agreement that took place at the COP28 in December 2023. MEPs discuss the outcome of the Special European Council of 1 February, with Charles Michel, President of the European Council and Ursula von der Leyen, President of the European Commission. The special summit was about finding an agreement on the mid-term review of the EU’s long-term 2021-2027 budget (multiannual financial framework, MFF) and a €50 billion financial aid package for Ukraine. Parliament calls on the Council to finally act to tackle hate speech and hate crime in the EU. The draft report asks for progress on classifying hate speech and hate crime as “EU crimes” - a process stalled in Council since 2022. MEPs highlight the need to ensure all individuals and groups that can become targets of hate are protected, and to ensure that freedom of expression is not exploited to protect hate speech and hate crimes. They are also set to call for an “open-ended” approach whereby incidents would be assessed based on their contextual circumstances. MEP's debate

While international diplomatic efforts are underway to address the Gaza conflict and prevent it from escalating into a regional crisis, the Israeli government has expressed its determination to end Hamas' rule in Gaza. Israeli officials asserted a transition to more targeted warfare, though intense fighting continues. MEPs discuss the outcomes of the 20 October EU-US summit, where EU leaders, including the President of the European Council, Charles Michel, the President of the European Commission, Ursula von der Leyen, and the High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, met with US President, Joe Biden, and the US Secretary of State, Antony Blinken, in Washington DC. During the summit, the leaders discussed the situation in the Middle East, developments in Russia’s war against Ukraine, as well as trade, economy, climate change and energy issues, among other topics.

MEPs discuss with Commission and Council representatives whether the EU’s sanctions against Russia are working, and how to prevent their circumvention by Moscow. Following Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, the European Union swiftly adopted unprecedentedly tough sanctions against Moscow. There have since been 11 sanctions packages in total, Moscow has however found ways to bypass these measures, including through loopholes in trade restrictions and with the help of third-country intermediaries.
