SOUNDBITE (English), Jerzy BUZEK (EPP, PL), "It was not easy, it was not an easy negotiation, you can imagine that, it was not easy and we spend a lot of time, it was the 4th dialogue, but we can be very happy now and waiting for the results."

SOUNDBITE (Spanish), Pilar del CASTILLO VERA (EPP, ES), Rapporteur, "First of all bringing an end to roaming charges that's what we agreed, doing away with the surcharges when people travel, voice-messaging are not such a big problem, but also data is more significant, it's been delusive what you had to need to pay individuals, or various firms in the economy or whatever start-ups or other kind of firms any kind of body, all of them were facing charges that are going to be abolished in June 2017."

SOUNDBITE (Spanish), Pilar del CASTILLO VERA (EPP, ES), "As of April 2016 there will be a very substantial cut and in the charges that can be applied to voice-messaging and data. At the moment in voice-messaging it is 19 cents and it will be 5 cents, in data the charge is 20 cents that also goes down to 5 cent, in other words it will be a quarter the current rate."

SOUNDBITE (German), G&#252;nther OETTINGER, Member of the EC in charge of Digital Economy and Society, "With the agreement with Council, Commission and Parliament last night on this directive we are taking a decisive step for us to well operating telecoms and telecom market and that is towards our objective of Digital Internal market to overcome the digital divide."

SOUNDBITE (German), G&#252;nther OETTINGER, Member of the EC in charge of Digital Economy and Society, "Secondly I think for the very sensitive issue of net-neutrality we have obtained a very satisfactory conclusion in which for everyone there will be quality standards guaranteed on the internet regarding what they did promise in their telecom contract, the telecom provider has to actually guarantee that and provide it to them. And in parallel to that services such as Internet TV should not be burden for the general user."

SOUNDBITE (German), G&#252;nther OETTINGER, Member of the EC in charge of Digital Economy and Society, "The Member states on the subject of spectrum didn't want a European approach but all the participants agreed that in our review of the whole Telecom package which the COM will be carry out next year the subject of the spectrum will be subject of spectrum will be a coordinated allocation of frequencies in the future, that will be picked up again."
