Shaping Europe: the story of European elections

Every five years, EU citizens choose who represents them in the European Parliament, the directly-elected institution that defends their interests in the EU decision-making process.

The European elections took place from 6th to 9th of June 2024.

The elections take place every five years and are the largest transnational elections in the world. By voting in the European elections, people living in the EU get to choose the 720&nbsp;members that will represent them in the European Parliament until 2029.

Following the elections, Parliament votes to elect the new head of the European Commission, which is the EU’s executive body, and to approve the full team of commissioners.

The EP 2023 Sakharov Prize for Freedom of Thought has been awarded to Jina Mahsa Amini and the Woman, Life, Freedom movement in Iran, in a ceremony on 12 December. The laureates were represented by Saleh Nikbakht, academic and lawyer representing Jina Mahsa Amini’s family; and Afsoon Najafi and Mersedeh Shahinkar, Iranian women's rights defenders who left Iran in 2023.

Opening the award ceremony, President Metsola declared: "This years’ Sakharov prize for Freedom of Thought, awarded to Jina Masha Amini and the Woman, Life, Freedom movement, serves as a tribute to all the brave and defiant women, men and young people in Iran, who despite coming under increasing pressure, are continuing the fight for their rights and push for change. The European Parliament hears you and supports you. You are not alone.ʺ

Jina Mahsa Amini was a 22-year-old Iranian Kurdish woman. She was arrested by police in Tehran on 13 September 2022 for allegedly ignoring Iran’s strict veiling laws, and died in a Tehran hospital three days later following physical abuse while in custody.

Among the finalists&nbsp;were also:&nbsp;Women fighting for a free, safe and legal abortion: Justyna Wydrzyńska - Poland, Morena Herrera - El Salvador and Colleen McNichols - United States&nbsp; and&nbsp; Vilma Núñez de Escorcia and Bishop Rolando José Álvarez Lagos, Nicaragua.

The Sakharov Prize for Freedom of Thought is awarded each year by the European Parliament. It was set up in 1988 to honour individuals and organisations defending human rights and fundamental freedoms. It is named in honour of Soviet physicist and political dissident Andrei Sakharov and the prize money is 50 000 euros. Last year, Parliament awarded the prize to the brave people of Ukraine, represented by their president, elected leaders, and civil society.

On Wednesday 18 January 2023, in a secret vote, Marc ANGEL (S&amp;D, LU) received an absolute majority of votes cast and was elected to the office of European Parliament Vice-President.

EU leaders met&nbsp;in Brussels on 27th and 28th of June for the European Council.

They discussed&nbsp;the Strategic Agenda 2024-2029, the next institutional cycle, Ukraine, the Middle East, security and defence, competitiveness, and other items.

Following the European Parliament elections, EU leaders met informally in Brussels on 17/6 to discuss the next high-profile EU-level roles in the upcoming institutional cycle.

The European Council is central in designating the next high-profile EU-level roles, namely:

-electing the President of the European Council 
-nominating the President of the European Commission 
-appointing the High Representative of the Union for Foreign Affairs and Security Policy

All these procedures are laid out in the Treaty on European Union (TEU), one of the EU’s primary treaties.

Any decision by the European Council needs to reflect the diversity of the EU in terms of geography, country size, gender and political affiliation.

The Presidential Debate - EU Elections 2019 takes place on 15 May at 21.00 CET. It is an opportunity to discover where the lead candidates stand on a range of issues.

Political parties put forward candidates for the post of president of the European Commission ahead of the European elections. The lead candidate nominated by the Council, and able to command a majority in Parliament, will be elected President of the European Commission by a vote of Parliament.

The lead candidates are sometimes referred to by the German term spitzenkandidaten. This system was first used in 2014 to select current Commission President Jean-Claude Juncker.

Presidency of the European Commission/Eurovision Debate - EU elections 2019

The European elections of 22-25 May 2014 gave voters the chance to influence the future political course of the European Union when they elected the 751 Members of the European Parliament (MEPs) to represent their interests for the next five years.

One major new development introduced by the Treaty was that, when the EU Member States have nominated the next president of the European Commission in autumn 2014, they had for the first time - have to take account of the European election results. The new Parliament endorses this candidate: it 'elects' the Commission president, in the words of the Treaty. This means voters now have a clear say in who takes over at the helm of EU government.

The brave people of Ukraine, represented by their president, elected leaders and civil society, are the&nbsp;2022 Sakharov Prize for Freedom of Thought laureate.

The&nbsp;finalists for the European Parliament’s 2022 Sakharov Prize for Freedom of Thought were WikiLeaks activist Julian Assange, the Ukrainian people and their representatives and the Colombian Truth Commission for the 2022 Sakharov Prize.

The Sakharov Prize for Freedom of Thought, named in honour of the Soviet physicist and political dissident Andrei Sakharov, is awarded every&nbsp;year by the European Parliament.

The&nbsp;prize was set up in 1988 to honour individuals and organisations defending human rights and fundamental freedoms. Each nominee must have the support of at least 40 MEPs, and each individual Member may support only one nominee.

Signed nominations accompanied by supporting evidence are then assessed in a joint meeting of the Committee on Foreign Affairs (AFET), the Subcommittee on Human Rights (DROI) and the Committee on Development (DEVE). A shortlist of three candidates is drawn up through a vote by AFET and DEVE committees, and then submitted to the Conference of Presidents for a final vote.

The winner is always announced in October, and the award ceremony takes place in December during plenary in Strasbourg. In 2021, the prize went to&nbsp;the Russian opposition figure Alexei Navalny.

With Trump set to be inaugurated in January 2025, MEPs assess how this shift affects shared priorities. As the EU seeks stable transatlantic relations, MEPs consider how to engage with the new administration to address challenges and leverage opportunities for both regions.

EU-US relations in the light of the outcome of the US presidential elections

The House is expected to elect its 14 Vice-Presidents and its five Quaestors on Tuesday 16 July and Wednesday 17 July.

Following the election of its President, Parliament will also elect its 14 Vice-Presidents and five Quaestors, which comprise Parliament’s Bureau. 

What do Vice-Presidents and Quaestors do?

Vice-Presidents can replace the President, including to chair plenary sittings and in representing the Parliament at specific ceremonies or acts, when necessary. Quaestors deal with administrative matters directly affecting MEPs. 

Vice-Presidents and Quaestors are members of the European Parliament’s Bureau (where Quaestors participate in an advisory capacity), which lays down rules for Parliament’s smooth functioning. Among its other duties, the Bureau draws up Parliament’s preliminary draft budget and decides on administrative, staff and organisational matters. In practice, the political groups aim to ensure that the composition of the Bureau broadly reflects the numerical strength of the groups, taking into account also the results of the President's election.

The process

Parliament’s Rules of Procedure (rules 17 and 18) set out how Bureau members are elected. As for the President, nominations are put forward either by a political group or by a group of MEPs reaching the low threshold (1/20th of MEPs). 

Vice-Presidents are elected in a single ballot, by an absolute majority of votes cast. If the number of successful candidates is less than 14, a second vote is held for the remaining seats, under the same conditions. If a third vote is necessary, a simple majority is sufficient. Vice-Presidents take precedence in the order in which they are elected and, in the event of a tie, by age. If voted by acclamation, a vote by secret ballot determines the order of precedence.

In each round MEPs may vote for up to as many candidates as the number of seats available in that round, but they have to vote for more than half of the positions to be filled - rounded up. In practical terms, this means that in the first round MEPs will have to vote for at least eight candidates and, if there is an odd number of seats in subsequent rounds, the number would be rounded up: for example, for nine positions the minimum would be five votes. The ballot papers that do not meet the threshold are not counted.

The election of Quaestors follows the same procedure as that for the election of Vice-Presidents.

The European elections are the largest transnational elections in the world. There are some common rules that apply in all EU countries but many details vary by country.


Election days range from Thursday 6 June to Sunday 9 June and it is up to each country to decide when and how they organise the vote.


The number of MEPs elected varies between countries: bigger countries get more seats than smaller ones. Due to changes in the size of the population, some EU countries will get extra seats in the upcoming elections compared to the outgoing Parliament. In total 15 seats will be added.


There are also differences in other aspects of voting, for example regarding the minimum voting age or the rules about voting from abroad.

Parliament elects its Quaestors following the election of the President of the European Parliament, Roberta METSOLA, which comprise Parliament’s Bureau. Quaestors deal with administrative matters directly affecting MEPs and participate in an advisory capacity which lays down rules for Parliament’s smooth functioning. Updated projection for the composition of the new Parliament is based on final and provisional results in 26 countries and pre-electoral data for one (as of 11.45). Final results from nine EU member states: Croatia, Cyprus, France, Germany, Greece, Lithuania, Malta, Poland, Slovakia; provisional results from 17 countries: Austria, Belgium, Bulgaria, Czechia, Denmark, Estonia, Finland, Hungary, Italy, Latvia, Luxembourg, Netherlands, Portugal, Romania, Slovenia, Spain, Sweden; and pre-electoral data for Ireland. Preliminary figures suggest an estimated turnout across the EU of 50,8%. The projections of Parliament’s composition are based on the structure of the outgoing Parliament and its political groups, without prejudice to the composition of the next Parliament at its constitutive session.
