MEPs debate on the need to detect and to counter sabotage by the Russian shadow fleet, damaging critical undersea infrastructure in the Baltic Sea. In recent months, there has been an increase in in instances of ships damaging undersea infrastructure in the Baltic Sea. The latest incident occurred in late December 2024 with the severing of an electricity cable running between Finland and Estonia. Shortly after, the Finnish Coast Guard boarded the oil tanker Eagle S and steered it to a Finnish port. Although officially sailing under a Cook Islands flag, there are suspicions the vessel is part of Russia’s so-called “shadow fleet”. Following these incidents, NATO has launched a new mission to protect critical infrastructure in the Baltic Sea. According to NATO Secretary General Mark Rutte, the mission dubbed “Baltic Sentry” would involve more patrol aircraft, warships and drones. Second part of MEPs debate.

The UN Climate Change Conference (COP29) takes place from 11 to 22 November 2024 in Baku, Azerbaijan, gathering world leaders and climate experts to define a new global goal for climate finance and advance climate action. A delegation from the European Parliament will participate from 18 to 22 November to contribute to discussions on the EU's climate commitments and financial support for sustainable development worldwide. MEPs call on all countries to set a socially fair and equitable climate finance goal, aligned with the polluter-pays principle and incorporating diverse public, private, and innovative financial resources. The resolution further urges the EU to create a stable finance mechanism to ensure reliable support for its climate finance obligations, reinforcing the EU's leadership role in global climate action and the importance of predictable funding for effective climate policies.

MEPs debate on a continued financial and military support to Ukraine by EU Member States. MEPs are calling for continued military and financial support for Ukraine in a resolution expected on Thursday. Ahead of the vote, Parliament is holding a debate with the Commission. Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission. In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

It also ordered Israel to take immediate and effective measures to ensure aid can reach people in Gaza. During the debate with the Council and the European Commission on Tuesday afternoon, MEPs also discuss the allegations that 12 staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA ) were involved in the 7 October attacks against Israel. While several donor countries have suspended their UNRWA funding, the EU said it will take a decision in light of the outcome of the investigation announced by the UN and its subsequent actions.
