According to the report member states should provide resettled persons with a long-lasting solution, first and foremost by granting refugee or subsidiary protection status. Member States may issue permanent residence permits. The report also calls on Member States to increase resettlement efforts and the number of resettlement places in order to shoulder a fair share of global responsibility. The EU should take on at least 20% of the annual projected global resettlement needs, as defined by UNHCR, which would equate to around 250 000 people in 2017. Furthermore, resettlement should not be used for other foreign policy objectives, or depend on third countries' cooperation on other migration-related matters, as proposed by the European Commission. SOUNDBITE (English), Malin BJ&#214;RK (The Left, SE), Rapporteur, This is the somehow the finish of a many years work where we have managed to to put in place a European framework for resettlement and humanitarian admission. It means that we have opened up a safe and legal pathway for protection in Europe, and that's an enormous step. It's a big day for for all of us that believe in a Europe that actually provides protection.

SOUNDBITE (English), Malin BJ&#214;RK (The Left, SE), Rapporteur, For the first time, EU is actually adopting a framework for safe and legal pathway to protection for the most vulnerable refugees. We have, according to UNHCR, enormous resettlement needs of refugee populations around the world that need this instrument. And it means also that Member States will be supported in stepping up the resettlement efforts so they can participate even more and more decisively in in the programmes of UNHCR in this field. So it also means that the EU shows globally that it is a player that is serious and that it takes part in this global brand of resettlement.

We have worked with with, you know, both civil society, member states, international organisations, UNHCR, IOM, in order to make sure that this framework actually fits into the global framework, that we do not reinvent the wheel, that we actually align with the international commitments and standards at the highest possible standards of resettlement for the most vulnerable refugees. So I'm very proud of those those elements in this framework. We this means that the EU will be a very solid partner for the global field and for the UNHCR in.
