The work of CONT committee&nbsp;involves controlling and monitoring the correct, targeted use of the budget (some EUR 166 billion in 2019). The main responsibility for budget management lies with the European Commission, which distributes the lion's share of the funds. Some 80% of the money goes to the Member States, around 13% is invested around the world, and roughly 7% is spent on administration.

The Committee on Budgetary Control is supported in its work by the European Court of Auditors (ECA) in Luxembourg. The remit also covers the European Anti-Fraud Office (OLAF) and the European Investment Bank (EIB). CONT is also involved in all legislative procedures concerning issues relating to the proper management of the budget and the safeguarding of the EU's financial interests. The Committee is also committed to having a robust European Public Prosecutor's Office.

Parliament set out its vision for the future of Europe in three resolutions voted in plenary session on 16 February 2017. MEPs suggested, among other things: turning the Council of Ministers into a genuine second legislative chamber, and its configurations into preparatory bodies similar to Parliament’s committees, appointing an EU finance minister and giving the EU Commission the power to formulate and give effect to a common EU economic policy, backed up by a euro-area budget, and creating a fiscal capacity consisting of the European Stability Mechanism (ESM) and specific additional budgetary capacity for the euro area, funded by its members as a part of the EU budget.

In a debate on Tuesday morning, with representatives of the European Commission and the Council, MEPs will mark three years since Moscow launched its brutal military invasion of Ukraine. A resolution will be put to a vote during the March plenary session.

In a resolution adopted in January 2025, Parliament reiterated its firm support for Kyiv, called on Russia to immediately terminate all military activities, and withdraw from Ukraine. MEPs also called on the EU to expand its sanctions against Russian media outlets conducting disinformation and information manipulation campaigns justifying the Kremlin’s war of aggression.

In a separate debate on Wednesday morning, MEPs will examine the Kremlin’s continued repression of Russia’s political opposition a year after the murder of Alexei Navalny. Mr Navalny, one of Russia’s most well-known anti-corruption activists, an opposition politician, and an ardent critic of Vladimir Putin, died under mysterious circumstances in a remote penal colony in the Russian Arctic on 16 February 2024, while serving a long prison sentence on trumped-up charges. With violence in the Middle East intensifying with Israel’s attacks on Hamas and Hezbollah targets in Gaza, Lebanon, and Syria, humanitarian organizations are warning of the growing humanitarian crisis in Gaza and the West Bank. According to UN sources, the number of aid shipments into the Gaza Strip is now lower than at any time over the past year and there is “a strong likelihood that famine is imminent in areas within the northern Gaza Strip.” MEPs will also discuss the essential role of the UN agency for Palestinian refugees UNRWA in the region. In his statement of 1 November 2024, EU Foreign Policy Chief Josep Borrell emphasised UNRWA's life-saving work in Gaza.

MEPs adopted a number of resolutions in the last 12 months, calling for an immediate and permanent ceasefire, the immediate and unconditional release of all hostages, and the unhindered delivery of humanitarian aid.

The Parliament discusses China’s military provocations close to Taiwan, and vote on a resolution. China’s military exercises around Taiwan have become increasingly frequent in recent years. MEPs criticise the recent manoeuvres in the Taiwan Strait and express their solidarity with Taiwan as a regular victim of foreign information manipulation and interference by China. 

In a resolution adopted in December 2023, MEPs said the EU’s ‘One China policy’ has not changed and that any attempt to unilaterally change the status quo in the Taiwan Strait, particularly by means of force or coercion, is not acceptable. They also opposed China’s constant distortion of UN Resolution 2758 by demanding that Taiwanese passport holders, including journalists, NGO workers and political activists be barred from accessing tours and events in the UN. Resolution 2758 was adopted by the 26th U.N. General Assembly in 1971 to address the issue of China's representation at the UN.

On Wednesday afternoon, MEPs will discuss the EU's response to the mpox outbreak and the need for ongoing action with the European Commission. The World Health Organization (WHO) declared the mpox outbreak in the Democratic Republic of the Congo and nearby regions a "public health emergency of international concern" on August 14, 2024. The European Centre for Disease Prevention and Control (ECDC) issued a risk assessment on August 16, stating that the overall risk to Europe's general population is low. Currently, the EU has one antiviral treatment and one vaccine authorized for mpox. The Commission, through the Health Emergency Preparedness and Response Authority, is managing vaccine procurement and donation to affected African countries. MEPs are expected to urge a coordinated EU response to contain the outbreak in Africa and prevent the virus from spreading to Europe.
