During the plenary session (25-28 November 2019) of the European Parliament in Strasbourg, MEPs discuss on measures to halt violence against women and urge all member states to ratify the Istanbul Convention. To mark the international day for the elimination of gender-based violence, Parliament’s building is lit up in orange on Monday evening by President Sassoli. SOUNDBITE (English), Tytti TUPPURAINEN, Finnish Minister for European Affairs, The Finnish presidency has continued working on the EU accession to the Istanbul Convention. The Union has signed the Convention and the accession would enable better data collection and more accountability. We have also encouraged those Member States that still have not ratified the Istanbul Convention to do so without delay.

SOUNDBITE (English), Miguel ARIAS CA&#209;ETE, Member of the EC in charge of Climate Action and Energy, Commissioner-designate Dalli has been mandated to finalise the ongoing accession process and she stated in a hearing in front of this House she will do her outmost to achieve this goal. In some member states the national ratification was widely debated in public. The Commission will continue working with civil society organizations on the Council of Europe to rectify the misunderstandings and misconceptions expressed during this debate.

SOUNDBITE (Spanish), Iratxe GARC&#205;A P&#201;REZ (S&amp;D, ES), Today for those who negate the fact that there is gender violence, thousands and thousands of men and women gave a very clear message which has been delivered in the streets of Europe. They say quite clearly: you are not alone, we are with you. The European Institutions ought really stand up to that as well, they have to understand that it is absolutely imperative to have the ratification immediately of the Istanbul Convention against the gender violence, because it will be the first piece for a future European legislation protecting women. It would be also necessary to come up with an European equality strategy from the incoming European Commission.

SOUNDBITE (Spanish), ES) RODR&#205;GUEZ RAMOS, Mar&#237;a Soraya (Renew, Around 137 women around the world are killed everyday by their own partners or ex partners. My country unfortunately is not an exception. This year 51 women have been assassinated due to gender violence and since we have official data, 1027 women have been killed due to this calamity. They are not just numbers, but names, lives. Behind them there are children, orphans who have to live without the support, the love, and the warmth of their mothers.

SOUNDBITE (English), Terry REINTKE (Greens/EFA, DE), But because of murderous and toxic and violent understanding of masculinity that simply needs to be stopped. And I think in this debate we very often feel powerless, we feel like we cannot change this overarching problem, but actually we can. The Istanbul Convention has been drafted by legal experts, by scholars, by politicians and by psychologists because they did not want to wait any longer. I do not want to wait any longer. I have heard all the excuses you can imagine about definitions, about paragraphs, about anything that you can think of.

SOUNDBITE (Spanish), Eugenia RODR&#205;GUEZ PALOP (GUE/NGL, ES), Sara was killed today, she was 26 years old. Since we started taking accountability, more than a thousand women has been killed in Spain by the person whom they were in love with, whom they share their lives with. And this is not an exception in Europe. Sadly, negationists of macho-violence proliferate everywhere, spreading hate speech for gender reasons while declaring a war against women. Due to the far right-wing the Istanbul Convention has not been yet ratified by the EU and by some Member States. And those countries that have ratified it are not implementing it fully. The States do not even bother to rely on accurate data: the information we have about feminicides, genital mutilation and sexual trafficking is incomplete or partial.
