In May 2021, Parliament and Council negotiators agreed on a revision of the 2009 Blue Card directive to make it easier for employers in EU member states to hire third country nationals. Originally proposed by the Commission in 2016, this will be the only legislative change at EU level in the field of legal labour migration in recent years.

The revised directive on entry and residence conditions foresees more flexible criteria, including a lower threshold for the minimum salary that applicants must earn in order to qualify for a Blue Card. It also expands the rights of beneficiaries with simplified intra-EU mobility and faster family reunification procedures.

On 17 December 2015 the EP decided to set up the Committee of inquiry into Emission Measurements in the Automotive Sector (EMIS) to investigate in detail alleged breaches and maladministration in relation to emission measurements in the automotive sector. The proposed revision of the CO2 emission standards for heavy-duty vehicles would expand the scope of the Regulation to include urban buses, coaches, trailers and other types of lorries. The average CO2 emissions of heavy-duty vehicles, compared to 2019 levels, would have to fall by 45 % from 2030, by 65 % from 2035, and by 90 % from 2040 onwards. The proposal sets CO2 requirements for new trailers and targets 100 % of newly registered urban buses to be zero-emissions vehicles from 2030. The incentive scheme for zero- and low-emission vehicles would end in 2029, but manufacturers would be allowed to take into account emission credits or emission debts also after 2029. The Parliament debate on a new legislation to increase the use of renewable energy in line with the EU’s Green Deal and REPowerEU initiatives.
