Traktaty unijne to prawnie wiążące umowy między wszystkimi państwami Unii Europejskiej. Określono w nich zasady rządzące Unią – to, jak działa, co może robić, a czego nie, oraz jak podejmuje się w niej decyzje. Pierwszym ważnym traktatem był traktat rzymski z 1957 roku. Ustanowiono nim Europejską Wspólnotę Gospodarczą, która zacieśniała więzi gospodarcze między państwami europejskimi i usuwała bariery w handlu. Nie był to jeszcze początek Unii Europejskiej, jaką znamy, ale położono wtedy pod nią fundamenty. Ostatnia zmiana traktatów miała miejsce w 2007 roku, kiedy przyjęto traktat lizboński.

The Special Committee on Terrorism (TERR) was set up in July 2017 and started its work in September 2017 to evaluate how to better fight terrorism. The two co-rapporteurs Ms Monika HOHLMEIER (EPP, DE) and Ms Helga STEVENS (ECR, BE) together with the other TERR Members presented a final report to address the practical and legislative deficiencies in the fight against terrorism. Their recommendations show a way to overcome these deficiencies and to improve the fight against terrorism in the European Union. Meanwhile, the DALTON report asks Internet companies to remove terrorist content within one hour after receiving an order from the authorities to combat radicalisation and contribute to public security.

Almost one in six people in the EU aged 15 and over lives with some kind of disability. As the population ages, this number is expected to rise significantly.

The Commission's European Disability Strategy 2010-2020, adopted in 2010, provides guidance for implementing the UN Convention on Rights of Persons with Disabilities (UNCRPD), to which the EU is a party.

Key products and services, such as smartphones, ATMs, ticketing machines and banking services, will be made more accessible to people with disabilities. 80 million people in the EU live with a disability.

Security, fight against terrorism and defence are topics of utmost importance and where the European Parliament has been active in passing new laws to help us face challenges in these fields. Important to name in this regard is the PNR directive. This directive regulates the use of Passenger Name Record (PNR) data in the EU for the prevention, detection, investigation and prosecution of terrorist offences and serious crime.

The European Parliament gave its consent in December 2018 to the EU’s trade agreement with Japan, the largest bilateral trade deal ever negotiated by the EU.

The Economic Partnership Agreement between the EU and Japan will remove almost all custom duties adding up to €1 billion annually for EU companies. It represents a clear stance in support of rules-based, free and fair trade “at a time of serious protectionist challenges”.

The EU-Canada Comprehensive Economic and Trade Agreement (CETA) negotiations were launched in May 2009 and concluded in September 2014. The EU and Canada signed the agreement on 30 October 2016. In 2015 the EU imported goods from Canada worth €28.3 billion and exported goods to it worth €35.2 billion, a figure that is expected to rise by more than 20% when the agreement is implemented in full.

The CETA will remove customs duties, end restrictions on access to public contracts, open-up the services market, offer predictable conditions for investors and help prevent illegal copying of EU innovations and traditional/artisinal products.
In response to parliamentary pressure, the controversial investor-state-dispute settlement mechanism was replaced by the Investment Court System, to ensure government control over the choice of arbitrators and enhance transparency.

MEPs voted in October 2018 on updated rules on audiovisual media services, protecting children better, with stricter rules on advertising, and 30% European content in video-on-demand.

The legislation does not include any automatic filtering of uploaded content, but, at the request of the Parliament, platforms need to create a transparent, easy-to-use and effective mechanism to allow users to report or flag content. The new law includes strict rules on advertising, product placement in children’s TV programmes and content available on video-on-demand platforms. EP negotiators also secured a personal data protection mechanism for children, imposing measures to ensure that data collected by audiovisual media providers are not processed for commercial use, including for profiling and behaviourally targeted advertising.

On 12 September 2018, the Commission came forward with a proposal for a new regulation on the European Border and Coast Guard as part of initiatives aiming to develop long-term migration policy. The proposal aims to reinforce the protection of the European Union external borders and to increase the efficiency of returning migrants in an irregular situation.

During the last Plenary session of its mandate the European Parliament approved the new law to strengthen the European Border and Coast Guard, to ensure better protection of EU external borders.

A new standing corps will be set up to support EU countries on the ground in border control and return tasks, as well as in the fight against cross-border crime. Starting with 5,000 operational staff in 2021, the standing corps will be fully operational by 2027 with 10,000 staff. In addition, a rapid reserve pool will be created for deployment in emergencies.

Following continued revelations in the last 5 years (Luxleaks, the Panama Papers, Football leaks and the Paradise Papers), the European Parliament decided to establish a Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3), on 1 March 2018.

The work of the TAX3 Committee built on the work of its predecessors (the TAXE, TAX2 and PANA Committees) and investigated new issues, such as digital taxation, national citizenship programs and VAT fraud.
In the course of its mandate, the TAX3 Committee met 34 times and organized 4 fact-finding missions to Washington, Latvia, the Isle of Man, Estonia and Denmark. Hundreds of experts were heard, including Commissioners, Ministers, prosecutors, investigative journalists, anti-money laundering and tax experts, accountants, bankers and NGO representatives before submitting a final report with its recommendations, including a detailed roadmap towards fairer and more effective taxation, and tackling financial crimes.

On 28 March, Parliament approved the next Erasmus+ programme for 2021-2027.

Erasmus+ is an EU programme supporting opportunities for education, training, young people and sport in Europe. It started as a student exchange programme in 1987, but since 2014 it also offers opportunities for teachers, trainees and volunteers of all ages. More than nine million people have taken part in the Erasmus+ programme over the last 30 years and nearly 800,000 people benefited from the programme in 2017 alone. The programme currently covers 33 countries (all 28 EU countries as well as Turkey, North Macedonia, Norway, Iceland and Liechtenstein) and is open to partner countries across the world.

Established for a period of at least five years, a multiannual financial framework or MFF must ensure that the Union’s expenditure develops in an orderly manner and within the limits of its own resources, and sets out provisions with which the annual budget of the Union must comply, thus laying down the cornerstone of financial discipline.

Both the Parliament and Commission signalled that they were ready to make an effort to reach agreement on the package before the May 2019 European elections. Meeting this deadline would have enabled the new programmes to start without delay on 1 January 2021. However, on 13-14 December 2018, having conducted the first substantial exchange of views on the matter, the EU leaders called on the Romanian presidency to continue work at the level of the Council with a view to achieving an agreement only in autumn 2019.

EU countries are required to drastically reduce the use of the most common and polluting plastic bags under new rules voted by Parliament on 28 April 2015.

In 2010 EU citizens used an estimated 198 plastic carrier bags, some 90% of which were lightweight. Binding reduction targets were put in place. EU member states will be able to choose: either to take measures to reduce annual average consumption of plastic bags to 90 lightweight bags per citizen by the end of 2019 or 40 by the end of 2025. Since the end of 2018, no more light plastic bags are given to shoppers free of charge.

MEPs fought for stronger protection for whistleblowers because in general in Europe there was weak protection. In many countries, whistleblower protection rules tended to be limited in scope.

In April 2018, the European Commission adopted a proposal on unfair trading practices in business-to-business relationships in the food supply chain.

It stems from the consensus that unfair trading practices occur in the food supply chain, with smaller operators more vulnerable to these practices due to a weaker bargaining power compared to larger operators. The proposal focuses therefore on smaller actors in the food supply chain and aims to protect them from trading practices that are imposed unilaterally. The protection covers small and medium-sized agricultural producers and other SME suppliers in the chain and imposed rules constraining the behaviour of buyers which are not SMEs.

By making energy more efficient, Europeans will see their energy bills reduced. In addition, Europe will diminish its reliance on external suppliers of oil and gas, improve local air quality and protect the climate.

By 2030, energy efficiency in the EU must have improved by 32.5%, whereas the share of energy from renewables should make up at least 32% of the EU’s gross final consumption. Both targets are to be reviewed by 2023. These targets can only be raised, not lowered. Lower energy bills and the right to become a renewable self-consumer will be the result.

The drinking water directive achieved the update of a list of parameters to monitor drinking water, in line with technical and scientific progress. The vote on this report, adopted on 28 March 2019, closes Parliament’s first reading, which reached its position in October 2018.
Two other aspects include the importance of transparency for citizens and consumers as regards water quality, and the improvement of accessibility to drinking water for everyone.

In two debates on Wednesday morning, MEPs assess the outcome of June’s EU summit with Presidents Costa and von der Leyen. On Tuesday morning, they will  and look ahead to the EU-China summit.

At their meeting in Brussels, EU heads of state or government focussed on ways to bolster EU competitiveness. They also discussed how the EU can continue supporting Kyiv against Russia’s aggression, with Ukrainian President Volodymyr Zelenskyy, how to strengthen the EU’s defence capabilities, and the EU’s response to the escalation in the Middle East. Leaders also discussed migration and the situation in the Western Balkans.

MEPs assess the latest developments in the Middle East, in particular in Iran, and what the EU can do to help restore peace.

Parliament reviews the latest events in the region, including the US airstrikes against Iranian nuclear facilities at the end of June 2025, and Israel’s earlier attacks on Iranian targets, which led to Iran launching missiles at Israeli cities. In a plenary debate on 16 June, the EU High Representative, Kaja Kallas, said that Iran, as the main source of regional instability, must never be allowed to acquire a nuclear weapon. She also defended diplomacy as the best way to address Iran's nuclear programme in the long run.

MEPs are also expected to repeat their calls for an end to the deplorable humanitarian situation in Gaza, for a new ceasefire between Israel and Hamas, and for a hostage release agreement.

On Tuesday, MEPs adopt their opinion on Bulgaria’s bid to become the newest member of the euro area from 1 January 2026.

The Economic and Monetary Affairs Committee adopted a favourable opinion on 24 June, with 46 votes in favour, 3 against and 5 abstentions. This opinion has now been tabled for a vote in plenary.

With Bulgaria joining the euro area, 21 of the EU’s 27 member countries will have the euro as their currency.

EU-China relations

In a debate with Council and Commission, MEPs outline their expectations for the upcoming EU-China summit, set to take place in China in July and which will mark 50 years of bilateral diplomatic relations. They will also discuss how to tackle China’s critical raw materials export restrictions. Plenary will vote on a resolution on the latter on Thursday.

Following the tabling of a motion of censure against the European Commission, plenary holds a debate and the subsequent vote on Thursday. 

According to Parliament’s Rules of Procedure, a motion of censure in respect of the Commission may be submitted to the President by one 10th of the component Members of Parliament, i.e. 72 MEPs.

President Metsola announced on Wednesday to the Conference of Presidents (a meeting of the European Parliament President and political group leaders) that an admissible motion had been filed, and asked group leaders to inform their members. The plenary debate - one round of political group speakers - is scheduled for Monday, and the vote, by roll call, will take place on Thursday. To be adopted, a motion must secure a two-thirds majority of the votes cast, representing a majority of the component Members of Parliament.

On Monday, Parliament President Roberta Metsola makes a statement on the 30th anniversary of the Srebrenica genocide, the  largest mass murder in Europe since World War II.

Her speech will be followed by interventions from a speaker from each political group.

The massacre in Srebrenica took place in July 1995, when around 8,000 Bosnian Muslims were murdered by the Bosnian-Serb army . The victims were mostly men, ranging from teenagers to the elderly. In 2007, the International Court of Justice ruled that the atrocities at Srebrenica constituted genocide. 

Bosnian-Serb army commander Ratko Mladić was given a life sentence after UN courts convicted him of genocide, crimes against humanity and war crimes in 2017.

Plenary preparations. Political groups will prepare for the 7 - 10 July plenary session, where MEPs will review the June European Council and look ahead at the upcoming EU-China summit. They will debate the priorities of the Danish Council Presidency which starts on 1 July with Prime Minister Mette Frederiksen. MEPs will also discuss the situation in the Middle East, in particular developments in Iran, the security of energy supply in the EU, as well as the EU’s preparedness in light of the upcoming wildfire season. The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to 'promote the general interest of the Union', without prejudice to individual Member States, to 'ensure the application of the Treaties' and measures adopted under them, for instance through taking infringement measures against Member States who do not correctly implement EU legislation, and to 'execute the budget'. It also holds a near monopoly on the right of legislative initiative, alone proposing virtually all EU legislation to the European Parliament and the Council of the EU. The College of Commissioners is currently composed of 27 individuals: the President, Ursula von der Leyen, 6 Executive Vice-Presidents and 20 Commissioners. The Executive Vice-Presidents have a dual role; they manage a specific portfolio and coordinate efforts across the main priorities of the Commission's political agenda. The other Commissioners are each responsible for a specific policy area, working under the guidance of the Executive Vice-Presidents. The table below shows for each Commissioner the Vice-President(s) guiding work on their portfolio (in certain cases, Commissioners work directly under the guidance of the President).

European Commission: Political make-up of the College of Commissioners

The Council of the European Union – often referred to as the Council of Ministers, or simply the Council – forms one part of the legislature and the budgetary authority of the Union. The Council and European Parliament together adopt much of the EU's legislation and the Union's annual budget, on the basis of proposals put forward by the executive, the European Commission. The Council also takes decisions on specific areas of EU action, in particular in common foreign and security policy (CFSP), where it seeks to coordinate Member States' positions, and concludes – subject to the consent of the Parliament – international agreements, usually negotiated by the Commission on the basis of a mandate from the Council. The Council of the EU is distinct from the European Council, which is a separate institution made up of the Heads of State or Government of the Member States. The European Council is responsible for defining the general political directions and priorities for the Union, but does not have formal legislative functions.

As every year, two annual procedures are central to the budgetary work of the European Parliament and the other institutions – agreeing on the 2026 budget, and granting discharge for the implementation of the 2024 budget. In addition, in 2025, the process of agreeing the next multiannual financial framework (MFF) for the years from 2028 will also get under way. This timeline sets out the main steps in the three procedures up to end 2025.

The European Union (EU) has prioritised drone development and countermeasures, funding and coordinating research and capability development through the European Defence Fund and Permanent Structured Cooperation. The EU is also fostering synergies between the civilian and the defence sectors, addressing strategic dependencies and collaborating with NATO. Meanwhile, drone regulation remains fragmented: civilian drones are subject to comprehensive EU rules, while military drone use falls under international law. The European Parliament has called for transparency, adherence to international law and a ban on LAWS, while supporting defence innovation and proposing an EU drone package to stimulate joint procurement and industry participation.

Enforcement of the Digital Markets Act is under way. The European Commission has launched formal proceedings against three major providers of core platform services. The Commission's preliminary findings suggest breaches of EU rules. Pollination is a fundamental process for the survival of our ecosystems and ultimately, of our planet. Nearly 90 % of the world's wild flowering plant species depend on pollination, along with more than 75 % of the world's food crops and 35 % of global agricultural land. EU competence does not extend to recognition of marital or family status. In this area, national regulations vary, with some Member States offering same-sex couples the right to marry, some allowing alternative forms of registration, and others not providing any legal status for same-sex couples. Same-sex couples may or may not have the right to adopt children and to access assisted reproduction. Combating discrimination has become part of EU internal and external policies, and is the subject of numerous resolutions of the European Parliament.

Russia's war on Ukraine has been a wake-up call for many EU Member States' defence budgets. Rising from €218 billion in 2021 to €326 billion in 2024, a further increase of at least €100 billion is projected by 2027. Despite these significant increases, most experts note that current geopolitical developments will require much more.

For the European Union to compete globally while continuing to ensure progress in environmental, social and fundamental rights, more strategic and collective action is imperative. EU businesses could harness the full potential of the single market and economic and monetary union and challenge competitors in fast-growing and future-oriented economic activities such as digital and clean energy production. This study finds that, compared to a situation where Member States act alone, a coordinated approach at EU level could bring an additional 0.9 % of GDP in 2035. A more ambitious integrated approach could be even more positive, with a benefit estimated at 2.6 % of additional GDP in 2035.

Cost of non-Europe in strategic innovation

Poverty has many dimensions. Following recent crises, not least the COVID-19 pandemic and the cost-of-living crisis, some of poverty's known dimensions have evolved while new forms have emerged. Addressing poverty remains mainly the responsibility of EU countries' governments acting in complex national social settings. The EU meanwhile seeks to coordinate Member States' efforts and offers support in the form of funding and data. The new European Commission is stepping up efforts to meet the EU's poverty reduction targets.

Rare diseases, though seldom recognised and frequently misdiagnosed, affect approximately 36 million people in the EU. Despite their significant collective prevalence, patients with rare diseases are often overlooked by healthcare systems, facing challenges in diagnosis, treatment, and access to advances in research. Researchers are increasingly using networks to share their findings and make better progress, giving new hope to patients.

Batteries are vital to the EU’s clean energy transition, industrial future, and strategic autonomy. While the sector benefits from strong R&D support, it faces challenges such as reliance on third countries, high costs, and competition from regions with lower environmental standards. Sustainable value chains and recycling could help, but uncertainty remains over the EU’s ability to meet future demand. Rising costs, market slowdowns, and gigafactory setbacks, including Northvolt’s collapse, raise concerns. To secure a resilient battery supply chain, the EU focuses on strategic coordination, regulatory frameworks, and funding, offering key lessons for industrial policy.

The digital information sphere has become the main space for public debate, shaping opinions and access to information. In the past decade, it has also become a geostrategic battleground, with authoritarian states manipulating public opinion to weaken democracies. At the same time, corporate rivalry over emerging technologies, particularly AI, has intensified. AI-driven disinformation poses growing risks to democratic information ecosystems. Strengthening information integrity is crucial to safeguarding human rights and freedom of expression. Multilateral efforts to enhance resilience align with the EU’s planned European Democracy Shield, building on existing measures and fostering new partnerships.

The number of MEPs elected varies between countries: bigger countries get more seats than smaller ones. Due to changes in the size of the population, some EU countries will get extra seats in the upcoming elections compared to the outgoing Parliament. In total 15 seats will be added.


There are also differences in other aspects of voting, for example regarding the minimum voting age or the rules about voting from abroad.

The annual Index was presented for the first time at the Normandy Peace Forum in June 2019, as a result of a partnership between the European Parliament and the Region of Normandy.
