MEPs discuss with the Council and the Commission how the EU can contribute to achieving a just, sustainable and comprehensive peace deal for Ukraine. The debate focus on the EU’s political, financial and military support for Ukraine, and its role in efforts to secure a peace settlement that preserves Ukraine’s sovereignty and territorial integrity and is based on international law. MEPs underline the importance of long-term commitment to Ukraine and the need for international coordination in building a lasting peace.

MEPs debate on Parliament's vision for the next multiannual financial framework (MFF). The parliamentarians aim to a more ambitious long-term EU budget to match EU citizens' expectations in an increasingly complex global landscape. The current budget ceiling of 1% of the EU-27’s gross national income looks insufficient to respond effectively to the growing range of crises and challenges. The text prepared by the Budgets Committee highlights that the United States’ retreat from its global role means EU spending will now have to address Russia’s war of aggression against Ukraine, in addition to a highly challenging economic and social backdrop, a competitiveness gap, and the worsening climate and biodiversity crisis. Parliament’s priorities for the next long-term EU budget are designed to feed into the Commission’s proposal on the next MFF.

MEPs discuss with Commission and Council representatives the recently tabled EU strategy to regain competitiveness and secure sustainable prosperity. This so-called “Competitiveness Compass” contains three core areas for action: innovation, decarbonisation, and security. It also identifies five so-called horizontal enablers for competitiveness: simplification, lowering barriers to the Single Market, financing competitiveness, promoting skills and quality jobs, and better coordination of policies at the EU and national levels. MEPs assess the impact of three years of Russia’s war against Ukraine and its repression of dissent following Alexei Navalny’s murder. In a debate with representatives of the European Commission, MEPs mark three years since Moscow launched its brutal military invasion of Ukraine. In a resolution adopted in January 2025, Parliament reiterated its firm support for Kyiv, called on Russia to immediately terminate all military activities, and withdraw from Ukraine. MEPs also called on the EU to expand its sanctions against Russian media outlets conducting disinformation and information manipulation campaigns justifying the Kremlin’s war of aggression.

MEPs reaffirm their strong support for Ukraine and criticise the military cooperation between Russia and North Korea. A statement issued by Parliament’s leaders on 19 November 2024 called on the EU to “step up support for Ukraine in every way, including politically, financially, militarily and with humanitarian aid” and reiterated that “we stand with and support Ukraine in every possible way until its victory”.
