Klaus Welle, Secretary General of the European Parliament, reflects on ESPAS’s role to identify and clarify future scenarios in order to avoid them. Today these range from the tensions between Russia and Ukraine and in the Islamic world to Brexit and many other issues inside the EU and within Member States. In these circumstances, how will the EU preserve the possibility of Europeans to decide on their own future? To secure strategic autonomy, the EU needs to build its own executive capacity. What needs to be done over the next 10 years is to be defined. In this respect, ESPAS can grow from being a mere annual event into engaging in a more permanent cooperation.
