The new Special Committee on Artificial Intelligence in a Digital Age (AIDA) debate on the EU data strategy and Commission's white paper on AI with Thierry BRETON, European Commissioner for Internal Market and Margrethe VESTAGER, Executive Vice-President of the European Commission in charge of Europe fit for the Digital Age, in the European Parliament in Brussels. They will also discuss initiatives taken within the OECD with Andrew W. Wyckoff – its Director for Science, Technology and Innovation.

SOUNDBITE (English), Eva MAYDELL (EPP, BG), How are you gonna make sure that data sharing is encourage? Well, we'd only be through voluntary schemes. Will there be mandatory schemes? What kind of incentives are considered in either situations?

SOUNDBITE (French), Thierry BRETON, European Commissioner for Internal Market, The fact is that we must create the conditions for this sharing. So be sure first that the data remains under European jurisdiction. To me, it's very important. Ensuring that this data is given with consent is very important, so that there is no theft of this data, that it all happens on an organized and therefore voluntary basis.

You are right to recall what is happening on APPs for APP's tracing on the COVID pandemic. We fought and we fight to make previously interoperable.

SOUNDBITE (English), Svenja HAHN (RE, DE), How is the commission going to ensure that highest standards of data protection for our citizens are not only going to be applied in theory, but also in practice. And more concrete how is the enforcement of data protection against violators from inside and outside the single market going to work?

SOUNDBITE (French), Thierry BRETON, European Commissioner for Internal Market, Products carry artificial intelligence applications, of course we will need to know. We'll need to know what's in it. We should also know which data sets were used. We must be able to verify that it complies with our own regulations so that we do not see the market of products that carry products - again artificial intelligence applications, products and services too - which do not, once again, conform to our obligations and our values. If risk is very low, then it should be very light touch. It should only be where we find that here is something fundamental is at stake, that we would ask for data to be accounted for for the algorithm to be explained so that people can feel well, actually this is safe. I know what this algorithm is doing and I appreciate how it helps this.

SOUNDBITE (English), Margrethe VESTAGER, Executive Vice-President of the EC in charge of Europe fit for the Digital Age, But what you have when you have artificial intelligence is that you have sort of the greatest of expertize next to you, that have been able to go through everything , and to compare everything, which is not humanly possible within that timeframe. And I think it is very important that we insist that this is about humans. It is done by humans that are humans to be responsible as to what it is that we are dealing with. And this is also why it's so obvious that we should educate ourselves. We should also allow and enable upskilling and reskilling throughout the generations and not only focus on young people, but for everyone, who has just the slightest interest. 

SOUNDBITE (English), Sergey LAGODINSKY (Greens/EFA, DE), On issues regarding monopoly, especially data monopoly, we are expecting your proposals. How are you going to tackle the fact that we need not on the single market, but the fair market, not a data monopoly for the big players, but also support for small and medium priced enterprises and their monopolies? What are the tools that you are planning in order to secure that?

SOUNDBITE (English), Margrethe VESTAGER, Executive Vice-President of the EC in charge of Europe fit for the Digital Age, Last but not least, when it comes to fair market access, we are trying to figure out how to give access, for instance, to to sensitive public data. If that is a choice, that one will give access to that how to make sure that also smaller businesses may have a privileged access to get there. I don't know yet if that is that is that is doable. But it is very important also because it is more difficult for small business. They may not have the same capabilities. They may not have the same staff to be able to to go and get the data, but they may have the same innovative potential and the same or even better ideas as to how to use data.
