Iš esmės daugiametė finansinė programa yra ES ilgalaikio biudžeto planas. Joje kelių metų laikotarpiui nustatomi ES išlaidų prioritetai ir ribos, užtikrinant, kad ES finansiniai ištekliai atitiktų jos ekonominius ir politinius tikslus. Daugiametėje finansinėje programoje nustatoma metinių biudžetų struktūra. Programa taip pat padeda suderinti skirtingus Europos Sąjungos šalių interesus.
Programoje finansiniai ištekliai paskirstomi pagal įvairias sritis. Taip pat numatomas finansavimas mažiau išsivysčiusiems regionams, subsidijoms ir kaimo plėtrai, humanitarinei pagalbai ir investicijoms į žaliąją ir skaitmeninę pertvarką bei į ES užsienio politiką.

Recent shocks have shown not only how vulnerable to crises the single market is, but also the extent to which the EU economy relies on a well-functioning single market. To protect it, the European Commission put forward a single market emergency instrument (SMEI) package. The main proposal establishes measures for contingency planning, such as an early warning system. If a wide-ranging crisis hits the single market, an 'emergency mode' could be triggered.
