On 20 September, the Bundestag and the House of the people approve of the Unification Treaty, signed in East Berlin on August 31 September 20 by a majority of two thirds. October 1, Germany, who left the Warsaw Pact, became fully sovereign. The quadripartite Allied powers on Berlin are suspended as of October 3. That same day, October 3 at midnight, the German anthem sounded while the German flag was raised in front of the Reichstag in Berlin. The entire Europe celebrates the German reunification.

In February, the European Parliament established a temporary committee to "study the impact of the German unification process on the European Community." Alan John Donnelly (UK, S) is designated as rapporteur at the first meeting on 1 March 1990. Gerardo Fernández-Albor (SP, EPP) was the President of the committee and as Vice-President were designated Simone Veil (FR, LDR) and Kirsten Jensen (DK, S). The temporary committee duties are performed over nine months between March and December 1990. During this period, it is somehow the "hub" of all parliamentary activities on German unification.

The EP has made a real political work in the context of German unification. Indeed, the EP was the first EU institution to speak about a possible German unification. In the aftermath of the fall of the Berlin Wall, the EC President, Jacques DELORS came to speak in formal sitting in Strasbourg on 22 November 1989, in the presence of Helmut KOHL, German Chancellor and François MITTERRAND, President of the French Republicand President-in-office of the European Council.

In late 1989, Brandt became one of the first leftwing leaders in West Germany to publicly favor a quick reunification of Germany, instead of some sort of two-state federation or other kind of interim arrangement. MEPs vote by show of hands and the President of the sitting determines the majorities in each case. ​​​​​​​In 1979, a new 'high tech' system was put in place. If the show of hands is unclear, the president can call for an electronic vote. If a roll call is requested. The three European Communities owe him their existence. The famous declaration of the 9th of May 1950, materialized an idea of Jean Monnet, the project known as the Schuman Plan, and that became the European Atomic Energy Community (EAEC). New conception of the relations between European nations, establishing independent institutions allocated with its own powers. This fervent French patriot dedicated his life to two tasks: European construction and Franco-German reconciliation, its precondition.
