The blue flag with a circle of 12 gold stars is adopted as an emblem, on 8 December 1955, by the Committee of Ministers of the Council of Europe and, in June 1985, by the 10 Member States of the European Community at the Milan European Council. In this framework, Paul M. G. LEVY, former Director of the Information and Press Service of the Council of Europe, talks on the origins and the symbolic meaning of the European flag.
