Africa has been put at the core of the Commission's geopolitical work programme. In March 2020, the European Commission and the High Representative of the EU for Foreign and Security Policy proposed to build a new and comprehensive partnership with Africa.

The new strategy emphasises that human development must be central to future EU-Africa relations, prioritising education, including teacher training, reducing early school leaving, and concentrate on the inclusion of girls. It should also aim to improve health care and national health systems. These areas should come in addition to cooperation on issues such as the green transition, energy, digital transformation, sustainable jobs, good governance and migration.
