At the Millennium Summit in 2002, in 2005; but now i'm really worried. The Commission actually had quite a good impute for the Summit in September. But what happened than is that the member states got their fingers behind that. And I have the strong impression after 3 times member states giving its stab it that they really stabbing it , and that they wiggling themselves out of the commitments they made.
