A civil servant has put the cat among the pigeons in Brussels by publishing a fictional budget for 2013. It's fairly revolutionary in re-focusing the budget priorities especially in the area of regional policy, which explains the somewhat heated reactions

The News: Unofficial EU Budget 2013 makes waves

The strategic manoeuvres have begun in Brussels.

A non-official Commission document   has provoked reactions from MEPs.

Alain Lamassoure considers it   a document by a civil servant

which is not endorsed by   the Commission itself.

This civil servant made some quite   revolutionary proposals

to change the European budgetary priorities:

reducing the two big budgetary masses:   agricultural and regional policy,

the latter known as the cohesion   policy, to the benefit of others

According to the non-official report,   4 or 5 countries will receive funds.

Essentially these are the poorest   EU countries.

In 2008, cohesion policy represented   32% of the budget,

that is 37 billion euros between 17 countries.

That cohesion policy will no longer apply   to the whole of the EU, to all regions.

It’s unacceptable. We want a cohesion   policy applied all over Europe.

The European Commissioner   for Regional Policy, Paweł Samecki,

MEPs will not forget about this during   the auditions for his successor

taking place in January to establish   Barroso’s new Commission.
