Making Europe more effective requires a pooling of resources according to social democrat MEP Vladimír Manka. Effective measures would include a re-think on translation, and investment in technologies of the future, going green will create more jobs.

The News: Invest in green technologies says MEP Manka

Mr Maňka, hello. The Parliament   proposes to increase the EU budget.

What are the EP's priorities regarding the   EU's major policies? What's to be done?

First of all, we need to concentrate   on our main duty, legislation.

We have to provide MEPs with the right   conditions for working effectively.

I mean a more complex system   that would use existing knowledge

and allow us to work effectively   on the short term.

Secondly. Create conditions for MEPs   to speak in their mother tongue,

since without it they cannot   participate actively.

Thirdly. Some institutions do not   engage in mutual cooperation,

but their cooperation would save   a lot of money, millions of euros.

Translation for example.   If the institutions cooperated

for example when one of them cannot   translate more documents -

if it didn't ask for help from an external   company, but from the other institutions -

we could save 11 million euros per year.

These are ways to save money for the   priorities. There are many examples.

The 2010 budget has to be adopted   by December.

You're now entering into negotiations   with the Council.

Are you hoping for an easy agreement   before December?

But the on-going negotiations   guarantee an agreement.

We need more money for priority projects   that create more jobs,

for example green technologies,   innovation, education, science, research.

They will drive our economies.   Green technologies allow for the creation

of 10 million new sustainable jobs   over 10 years.

This is where money should be spent,   we cannot save there.

We can save resources if we work   effectively without duplication.

Last question. If the Lisbon Treaty enters   into force, things will change for the EP

which will have much more power   in budget negotiations.

What will change in practical terms?   Briefly?
