but the controllers, the Member States  are trying to catch up with it on a bicycle.

Bas Eickhout noted the lack of leadership  at the Durban climate summit

but conceded it was not  simple for the Poles.

Their economy is around 90% dependent  on coal so for them it is a big transition

but they should use this agenda to tell  other Europeans, 'OK, we want to change.'

December 31st marks the last day  of the Polish Presidency,

by which time they hope the Summit treaty  changes will be approved by the 26 States,

although there may be some  resistance to it back home.
