The Body would develop and interpret common minimum standards of ethical conduct, as well as publish reports on how these have been applied in internal rules. Parliament decides on Thursday whether to approve the agreement to establish an Interinstitutional Body for Ethical Standards, which aims to set up a framework for cooperation for the EU’s institutions and bodies. Even though Parliament’s negotiators managed to improve the Commission’s proposal significantly, which was described as “unsatisfactory” by MEPs in July 2023, MEPs are set to raise issues related to the scope and powers of the envisioned body (including Council’s limited participation) in the debate preceding the vote. Parliament commemorates the life of Russian anti-corruption activist Alexei Navalny, featuring a plenary address by his wife Yulia Navalnaya. Alexei Navalny, one of Russia’s most well-known anti-corruption activists, an opposition politician, 2021 Sakharov Prize laureate and an ardent critic of President Vladimir Putin, died under mysterious circumstances in a remote penal colony in the Russian Arctic on Friday 16 February, while serving a long prison sentence on trumped-up charges.

MEPs discuss the outcome of the Special European Council of 1 February, with Charles Michel, President of the European Council and Ursula von der Leyen, President of the European Commission. The special summit was about finding an agreement on the mid-term review of the EU’s long-term 2021-2027 budget (multiannual financial framework, MFF) and a €50 billion financial aid package for Ukraine. Conclusions of the special European Council meeting of 1 February 2024: MEPs debate (part 1)

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

Strengthening the CO2 emission performance targets for new heavy-duty vehicles: MEPs debate

The European Parliament will adopt its position on new measures to cut down pollutant emissions for passenger cars, vans, buses and trucks (Euro 7). MEPs debate on the report prepared by the Committee on the Environment, Public Health and Food Safety (ENVI). The new Euro 7 regulation would update the current limits for exhaust emissions (such as nitrogen oxides, particulate matter, carbon monoxide, and ammonia) and introduce new measures to reduce emissions from tyres and brakes, and to increase battery durability.

MEPs discuss with Commission and Council representatives whether the EU’s sanctions against Russia are working, and how to prevent their circumvention by Moscow. Following Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, the European Union swiftly adopted unprecedentedly tough sanctions against Moscow. There have since been 11 sanctions packages in total, Moscow has however found ways to bypass these measures, including through loopholes in trade restrictions and with the help of third-country intermediaries. MEPs debate on updated rules on the collection, treatment and discharge of urban wastewater to better protect the environment and human health.The Environment Committee adopted its position in September. The report calls for treated wastewater from urban wastewater treatment plants to be reused more widely to prevent water scarcity. MEPs want chemical pollutants (including “forever chemicals”), microplastics, pathogens and antimicrobial resistance to be monitored more. They also agree that a system of extended producer responsibility (EPR) should be set up for pharmaceuticals and cosmetics, which require additional treatment for micro-pollutants.
