The ECB President takes part in a regular monetary dialogue with Parliament's Committee on Economic and Monetary Affairs.

The European Central Bank (ECB) is the central institution of the Economic and Monetary Union and has been responsible for conducting monetary policy for the euro area since 1 January 1999. The ECB and the national central banks of all EU Member States constitute the European System of Central Banks.

On 2 July 2019, Christine Lagarde was nominated by the European Council to succeed Mario Draghi as President of the European Central Bank on 1 November 2019.

Monetary dialogue (2019-2020)

The President of the European Central Bank (ECB) takes part four times a year in a monetary dialogue with Parliament's Committee on Economic and Monetary Affairs (ECON) to report on monetary policy and answer question from MEPs.&nbsp;Although guaranteed independence under the Treaty, the ECB is accountable for its actions towards the European Parliament, and more precisely the ECON Committee. The European Central Bank is the central institution of the Economic and Monetary Union and has been responsible for conducting monetary policy for the euro area since 1 January 1999 The ECB and the national central banks of all EU Member States constitute the European System of Central Banks.

Monetary dialogue

On 2 July 2019, Christine Lagarde was nominated by the European Council to succeed Mario Draghi as President of the European Central Bank on 1 November 2019.

She is a French lawyer and politician serving as Managing Director and Chairwoman of the International Monetary Fund (IMF) since 2011.

During a vote in the Economics and Monetary Affairs Committee, Ms Lagarde received 37 votes in favour of her taking up the position, 11 against and 4 MEPs abstained. The recommendation will now be passed on to the plenary for a confirmatory vote, which is expected to take place during the September plenary session from the 16th to 19th September.

ECB President Christine Lagarde will brief MEPs on the state of European and global economic affairs and the European Central Bank’s activities, followed by a debate with MEPs. On Tuesday, MEPs will adopt their annual set of recommendations for the ECB on which issues it should prioritise.

Members of the Economic and Monetary Affairs Committee hear from Christine Lagarde, first in her capacity as President of the European Central Bank and then as Chair of the European Systemic Risk Board. Economic governance, geo-political risks, and the cost of living are all expected to feature prominently in the discussions. On Monday, 30 September 2024, the Committee on Economic and Monetary Affairs (ECON) holds its first Monetary Dialogue of the 10th parliamentary term with Christine Lagarde, President of the European Central Bank (ECB). This important session focuses on the ECB's recent monetary policy decisions, following the ECB Governing Council's move on 12 September to lower the key interest rate by 25 basis points, marking a continued shift in policy since June.

In addition to monetary policy, the dialogue will also cover the Capital Markets Union (CMU) and its significance for the ECB's strategies. The Capital Markets Union (CMU) is an initiative aimed at creating a single, integrated capital market across all EU member states. Its primary goal is to make it easier for businesses to access funding, especially small and medium-sized enterprises (SMEs), by diversifying sources of finance beyond traditional banking systems. The CMU seeks to connect savings more effectively with investment opportunities, promote cross-border investments, and deepen financial integration within the EU.
