Mobility package - Enforcement requirements and specific rules for posting drivers in the road transport sector: extracts from the debate

SOUNDBITE (English), Merja KYLL&#214;NEN (GUE/NGL, FI), rapporteur,  The posting rules are legally and practically inapplicable to drivers who work on a daily or even hourly basis in different Member States. Why would we knowingly make legislation which doesn&rsquo;t work? This TRAN report is a result of intense discussions with relevant stakeholders from both the employees and the employers&rsquo; sides. The TRAN report respects the highly mobile character of international transport, but imposes posting on cabotage and global transport from day one, to prevent unfair competition on the domestic markets.

SOUNDBITE (Dutch), Wim van de CAMP (EPP, NL), rapporteur, This specific element, President, is the difference between goods and persons. Now, people are not containers, containers are not people. And we wanted to differentiate between these two types of transport, because of the difference needed on a social level. So, if we do not manage to reach an agreement then the liberalisation of the market will carry on regardless.

SOUNDBITE (German), Ismail ERTUG (S&amp;D, DE), rapporteur, As for the achievements of this Parliament what I would say is that we would like an earlier introduction of the smart tachograph, as of 2021 or 2022 and we also want an agreement on national electronic registers which would be organised by the ERRU at a European level, because what is clear to all of us is that there is no point of having the best rules in the world if you don&rsquo;t actually enforce them and monitor them.

SOUNDBITE (English), Violeta BULC, Member of the EC in charge of Transport, The sector needs rules on posting which are clear, fair and well adopted to the highly mobile nature of the transport activities. In short, we really need this lex specialis. I am glad to see that the report is very comprehensive on the enforcement measures of posting. I welcome your ideas to further use digital solutions to make compliance and controls easier.

SOUNDBITE (English), Karima DELLI (Greens/EFA, FR), The transport sector is a highly mobile sector, it cannot fit in the regular posting of workers regime. We must not play with the transport companies because it can be fatal for the competitiveness of the European industry and that would jeopardise jobs and the core fundamental freedoms of the European internal market.

It&rsquo;s important for the work of the internal market, but more so for the protection of people working in that sector. And that brings me to the driving rest time. I think It&rsquo;s extremely important that we have the two weeks reference and I thank the rapporteur for going along with our group on that, but also make sure that their weekend rest is outside of the cabin Mr. Van De Camp. That is extremely important
