MEPs debate on Parliament's vision for the next multiannual financial framework (MFF). The parliamentarians aim to a more ambitious long-term EU budget to match EU citizens' expectations in an increasingly complex global landscape. The current budget ceiling of 1% of the EU-27’s gross national income looks insufficient to respond effectively to the growing range of crises and challenges. The text prepared by the Budgets Committee highlights that the United States’ retreat from its global role means EU spending will now have to address Russia’s war of aggression against Ukraine, in addition to a highly challenging economic and social backdrop, a competitiveness gap, and the worsening climate and biodiversity crisis. Parliament’s priorities for the next long-term EU budget are designed to feed into the Commission’s proposal on the next MFF.

MEPs evaluate the outcome of the 20 March European Council in a plenary debate with Presidents António Costa and Ursula von der Leyen. At their meeting in Brussels, the EU’s heads of state or government focused on how the EU can continue supporting Kyiv against Russia’s aggression, how to strengthen the EU’s security and defence capabilities, how to respond to the situation in the Middle East but also ways to bolster the EU’s competitiveness and discussed migration and multilateralism. MEPs and the Commission debate changes to EU rules on the returns of people who have no legal right to remain in Europe. The proposal for a new legal framework on so-called “returns”, announced by President Ursula von der Leyen in July 2024, is formally unveiled by the European Commission. During the plenary debate, MEPs scrutinise the proposal, which is intended to increase the return rate of third-country nationals not entitled to stay in the EU. Parliament emphasises the importance of cooperation with third countries, including on the readmission of their own nationals, as well innovative measures such as the establishment of return hubs in third countries. Ursula von der Leyen will present the Commission’s 2025 work programme, outlining its key policy actions and legislative initiatives planned for this year. The work programme sets out in detail how the Commission intends to implement the political guidelines presented by Ursula von der Leyen to the European Parliament in July 2024. They focused on sustainable prosperity and competitiveness, defence and security, strengthening the EU’s social model, quality of life, protecting democracy and upholding EU values, a global Europe, and future-proofing the EU.

MEPs approve a deal on 2025’s EU budget to address current challenges and managing repayment costs for the EU’s recovery plan. During negotiations with member states, Parliament obtained more than €230 million in funding beyond the Commission's initial draft proposal, to better focus on key EU programmes and policies aimed at improving people's lives, boosting competitiveness, and addressing challenges like climate, health, migration or defence. Negotiators also agreed on a solution to cover repayment costs for the European Union Recovery Instrument (EURI). The preliminary figures are €199.44 billion in commitment appropriations and €155.21 billion in payment appropriations.
