SOUNDBITE (English), Radan KANEV (EPP, BG), Rapporteur, The labour mobility within the European Union is, as you know, a huge political and economic issue very important for many countries and an issue that has already provoked several times very significant tensions within the Union and sometimes deepening the so-called East-West divide.

SOUNDBITE (English), Radan KANEV (EPP, BG), Rapporteur, <p class="x_MsoNormal">It is very, very interesting that the report was initiated well before the Covid crisis, but the work on it started after the pandemic. So we have so many new lessons learnt. It was not meant to be a report on mobility in Covid situation. But now, of course, a significant part of the report is dedicated to the lessons we have learnt, to new problems or to existing problems, but which became much more acute after the pandemic.</p>  <p class="x_MsoNormal"> </p>

SOUNDBITE (English), Radan KANEV (EPP, BG), Rapporteur, A year ago, when the high season for movement of seasonal workers, for example, it was exactly March, April. It's the period of the year when people are starting their yearly working mobility. And, of course, cross-border workers were severely affected because they are working on a daily basis in another country. And this in a certain moment was evidently impossible or very difficult. What we are asking is to have a European uniform protocol on the movement of these workers, to have definitely clear pan-European criteria on crossing borders, testing, carantine and so on and so on. Because what really disturbs both business and workers the most is the variety of different rules and regulations.

SOUNDBITE (English), Radan KANEV (EPP, BG), Rapporteur, In fact, it was an existing problem. Even before the Covid19 pandemic, the really varying regulations in different states were making the life of mobile workers and mobile service providers very difficult. And now we really want to have an effective European Labour Authority intervening and helping to have these uniform regulations, to have all the information at one helpdesk, which is really important for workers and businesses.
