SOUNDBITE (Hungarian), Gy&#246;rgy H&#214;LV&#201;NYI (EPP, HU), The right to stay. What does it mean the right to stay in the country of origin? Does that mean that we need to do everything possible so that this right is guaranteed for everyone ?

SOUNDBITE (English), Jutta URPILAINEN, Commissioner-designate, International Partnerships, Through the developing corporation we tried to improve conditions in the country of origin and our partner countries. We can do it through the education, we can do through the investments, job creations and so. Of course, the whole framework for this cooperation is Sustainable Development Goals.

SOUNDBITE (English), Udo BULLMANN (S&amp;D, DE), How can we step up our efforts, how can we get a detailed roadmap - which we lack the very moment in Europe , as well as on the international scale. And how can we monitor and bench mark the processes ahead with binding targets?

SOUNDBITE (English), Jutta URPILAINEN, Commissioner-designate, International Partnerships, I personally see that we need to support our partner countries to have their own national and regional strategies for the implementation of Sustainable Development Goals. This project it's a common project. Its not only a project for the EU, but it's a project for the whole global society. We don't want to have this kind of donor/ recipient relationship. We want to have more equal partnerships.As you just said, also in the EU there is still a lot to do, to be able to implement the Sustainable Development Goals.

SOUNDBITE (French), Charles GOERENS (RE, LU), How should we interpret this sentence: "can we exclude a policy of making public aid of the European Union, dependent on the acceptance by our partners of all the conditions imposed on migration? Can we exclude strict conditionality based on migration in development cooperation?

SOUNDBITE (English), Jutta URPILAINEN, Commissioner-designate, International Partnerships, In many cases, the conflict drives people away from their home countries. They need to go somewhere else to be save and stay alive. I think its not possible that with conditionality we can stop migration. That not possible. If we look only at financial flows to the developing countries, we can see that the developing aid and cooperation is just a part of the financial flows. From that perspective I would say that the Commission , The EU, should have one migration policy, and of course development cooperation is a part of that, but it can't' be the only tool in the package.

SOUNDBITE (Spanish), Miguel URB&#193;N CRESPO (GUE/NGL, ES), What do you think that 10% of the budget of the new instrument of international cooperation and development that just being discussed in this Parliament is destined to immigration control is that it is a clear question, I think that controlling or conditioning aid for the development of immigration control only worsens the situation.

SOUNDBITE (English), Jutta URPILAINEN, Commissioner-designate, International Partnerships, EU should always save people&rsquo;s lives. That's our mission. And that&rsquo;s what we try to do with the developing cooperation. Because we know that there are 700 million people living in extreme poverty . So that&rsquo;s why we do the development corporation. We do it for people! We do it for people! Not for governments is not for societies, not a private sector. We do it for people. That's my commitment!
