The “Strategic plans regulation” of Peter JAHR was adopted with 452 votes in favour, 178 against and 57 abstentions, the “Horizontal regulation” of Ulrike MÜLLER with 485 votes in favour, 142 against and 61 abstentions and the “Common market organisation regulation” of Eric ANDRIEU with 487 in favour, 130 against and 71 abstentions.

Common Agricultural Policy (CAP): extracts from the debate and the votes, statements

SOUNDBITE (German), Peter JAHR (EPP, DE), What is actually innovative in this reform is the so-called "deliver model". In other words, with the indicators the member states have to calculate how and whether the CAP is developing. There are impact indicators. We've got 33 output indicators that are subject to sanctions. So we don't need any justification from the European Court of Auditors or any agricultural experts.

SOUNDBITE (German), Ulrike M&#220;LLER (Renew, DE), In view of the transparency issue, which we've talked about so much, we've ensured that information about the recipients of funds will be made public. I'm sure that this will give more responsibility to the member states and increase transparency and make things easier for the farmers.

SOUNDBITE (French), Eric ANDRIEU (S&amp;D, FR), The energy value will have to be indicated on labels, bottles and lists of ingredients so that consumers can be more aware. The alcoholisation of wines will be made public and there'll be full information on protected geographical indications. And at the time of placing on the market, this information will be made available in order to avoid crises and in order to have a full recognition of value at each point in the chain.

SOUNDBITE (French), Eric ANDRIEU (S&amp;D, FR), This achievement is not enough in terms of putting a ceiling on aid, which will only be optional. We need a greater redistribution. We need to ensure that all farmers are receiving the same from small family farms to big farms.

SOUNDBITE (German), Christophe HANSEN (EPP, LU), Farmers are and want to be part of the solution in order for them to be able to play that role and not end up being dependent on imports that are not produced according to the same standards, we have to guarantee them a living. The reforms that we're adopting today, I believe, does reconcile this gap. I have full respect for farmers who are prepared to roll up their sleeves for the same EU money and do more. And at the same time suffer some loss of income to adopt our joint goals.

SOUNDBITE (English), Janusz WOJCIECHOWSKI, European Commissioner for Agriculture, With regard the social dimension of the Future Common Agricultural Policy, I am happy that the final political compromise includes, for the first time, the concept of social conditionality into the CAP, linking the distribution of direct payments to the respect of certain labour laws.

SOUNDBITE (English), Janusz WOJCIECHOWSKI, European Commissioner for Agriculture, The Commission will do its utmost to ensure a high level of transparency so that the Parliament and the public in general stay well informed throughout the process about the overall level of ambition of the CAP plans. I have indicated the Commission's intention to publish the observation letters addressed to the member states on the CAP plans. Also, as agreed during the negotiation process, the Commission will report to the co-legislators by the end of 2023 on the content of the member state plans.
